HomeMy WebLinkAbout91-35 - Endorsement of Measure JRESOLUTION NO. 91 -35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXPRESSING QUALIFIED ENDORSEMENT OF MEASURE J. WHEREAS, the Orange County Jail System is currently inadequate • to hold all persons sentenced to jail; and WHEREAS, the over crowded conditions require the release of some inmates before they complete the term of their sentences; WHEREAS, some of those released inmates pose a threat to public safety; and WHEREAS, the Orange County Board of Supervisors certified an Environmental Impact Report for the Gypsum Canyon Jail site after studying more than 35 potential jail sites; and WHEREAS, the Environmental Impact Report for the Gypsum Canyon Jail site certified by the Board of Supervisors has withstood all legal challenges; and WHEREAS, it is deemed necessary and essential that additional jail facilities be constructed to accommodate inmates sentenced by the judicial system. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach supports the concept expressed in Measure J, of imposing an additional one -half cent sales tax for the construction of a new County jail; • BE IT FURTHER RESOLVED that the City Council is concerned that Measure J does not contain precise language identifying the specific projects to be funded with the additional revenue, prioritizing those projects, and restricting the use of funds to the projects specified; -1- AND, BE IT FURTHER RESOLVED that the City Council would be able to support Measure J if the Criminal Justice Facilities Commission and Sheriff Brad Gates would, prior to the election, identify and prioritize the projects to be funded with the additional sales tax revenue and commit to use the revenue solely • for the construction, operation and maintenance of the specified facilities or projects.
