HomeMy WebLinkAbout91-72 - Street Closure for Fourth of July Holiday PeriodRESOLUTION NO. 91 -72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AUTHORIZING THE CLOSURE OF SEASHORE DRIVE, NEWPORT BOULEVARD AND BALBOA • BOULEVARD. WHEREAS, each year, thousands of visitors come to Newport Beach during the July 4th holiday; and WHEREAS, this large influx of persons creates traffic congestion in West Newport and on the Balboa Peninsula that impairs the ability of the Police and Fire Departments to respond to emergencies and /or maintain public safety; and WHEREAS, during the July 4th Holiday, traffic in West Newport and along the Peninsula frequently results in little or no vehicular flow on public streets with many vehicles not promptly moving when an opportunity arises to do so; and WHEREAS, during the July 4th Holiday, many visitors to Newport Beach use public streets to celebrate the occasion and closure of streets is frequently necessary to protect the safety and welfare of persons using public streets; and WHEREAS, the Vehicle Code of the State of California permits temporary street closure during periods of heavy traffic congestion or when necessary to protect persons using public streets; and • NOW, THEREFORE, BE IT RESOLVED that, pursuant to the provisions of Article 3, Chapter 1, Division 11 of the Vehicle Code of the State of California the Newport Beach City Council hereby authorizes any Peace Officer to temporarily close, or divert traffic from, all or a portion of the following streets when, in the opinion 1 of that Peace Officer, little or no vehicular flow is occurring and a significant number of vehicles are not promptly moving when an opportunity arises to do so, or when necessary for the safety and protection of persons using the street for celebrations, parades or special activities: • 1. Seashore Drive between 32nd Street and 54th Street; 2. Eastbound Balboa Boulevard between 32nd Street and West Coast Highway; and 3. The southbound lanes of Newport Boulevard between Via Lido and Balboa Boulevard; 4. All southbound 11100" block streets between River Avenue and 32nd Street. BE IT FURTHER RESOLVED, that the authority of a Peace Officer to temporarily close, or divert traffic from, the streets listed above is limited to the period from 6:00 a.m. on July 4, 1991 to 4:00 p.m. on July 7, 1991.
