HomeMy WebLinkAbout91-92 - General Plan Amendment 90-2E Land Use ElementRESOLUTION NO. 91 -92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AMENDING THE LAND USE ELEMENT OF THE NEWPORT BEACH GENERAL PLAN REDESIGNATING PROPERTIES • ON THE NORTHERLY AND EASTERLY SIDE OF LIDO PARK DRIVE FROM A MIXTURE OF SINGLE -FAMILY ATTACHED AND RECREATIONAL AND MARINE COMMERCIAL., TO SINGLE - FAMILY ATTACHED; AND REVISING THE DWELLING UNIT ALLOCATION. [GENERAL PLAN AMENDMENT 90 -2 (E)] WHEREAS, as part of the development and implementation of the Newport Beach General Plan the Land Use Element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives, supporting policies and limitations for development in the City of Newport Beach; and WHEREAS, said element of the General Plan designates the general distribution and general location and extent of the uses of land and building intensities in a number of ways, including residential land use categories, population projections, and dwelling unit allocations; and WHEREAS, the original intention of the provisions of the Land Use Element concerning the Lido Peninsula area on the northerly and easterly side of Lido Park Drive was to establish dwelling unit allocations that were consistent with the existing development and to allow residential development on properties currently used for commercial; and WHEREAS, the Land Use Element projects a growth of 7 dwelling units on the Lido Peninsula area northerly of Lido Park Drive; and WHEREAS, there are 149 existing dwelling units in the area; and WHEREAS, the proposed revision to 149 existing dwelling units, and 156 allocated dwelling units reflects the intent of the Land Use Element; and WHEREAS, the revision to the General Plan Land Use Map of properties • on Lido Peninsula on the northerly and easterly side of Lido Park Drive from a mixture of Single - Family Attached and Recreational and Marine Commercial to Single - Family Attached, reflects the original intent of the Land Use Element designation; and 1 WHEREAS, the project has been reviewed, and it has been determined that all significant environmental concerns for the proposed project have been addressed in a previously certified environmental document (EIR 140), and that the City of Newport Beach intends to use said document for the above noted project, and further that there are no • additional reasonable alternative or mitigation measures that should be considered in • conjunction with said project; and WHEREAS, pursuant to Section 707 of the Charter of the City of Newport Beach, the Planning Commission has held a public hearing to consider a certain amendment to the Land Use Element of the Newport Beach General Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the General Plan is amended as follows: Page 32 of the Land Use Element of the General Plan will be amended to read: 3. Lido Peninsula. This area (Commercial Area 12) is bounded by Lafayette Avenue, the West Lido Channel, Newport Channel and the Rhine Channel. Properties on the northerly side of Lido Park Drive, designated Single Family Attached, are allocated 138 dwelling units... The chart on page 34 of the Land Use Element of the General Plan will be amended to read: ESTIMATED GROWTH FOR STATISTICAL AREA B5 Residential (in du's) Commercial (in sq.ft.)
