HomeMy WebLinkAbout92-7 - General Plan Amendment 91-3C Land Use ElementRESOLUTION NO. 92_7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING AN AMENDMENT TO THE LAND USE ELEMENT OF THE NEWPORT BEACH GENERAL PLAN INCREASING THE DEVELOPMENT INTENSITY LIMITATIONS FOR THE AUTOMOBILE SERVICE STATION AT THE NORTHEASTERLY CORNER OF • JAMBOREE ROAD AND SAN JOAQUIN HILLS ROAD, IN THE BIG CANYON PLANNED COMMUNITY [GENERAL PLAN AMENDMENT 91 -3 (C)] �J WHEREAS, as part of the development and implementation of the Newport Beach General Plan the Land Use Element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives, supporting policies and limitations for development in the City of Newport Beach; and WHEREAS, said element of the General Plan designates the general distribution and general location and extent of the uses of land and building intensities in a number of ways, including residential land use categories and population projections, commercial floor area limitations, the floor area ratio ordinances, incorporation of Planned Community District standards, Specific Area Plans, and "trend growth" projections; and WHEREAS, the Land Use and Circulation Elements are correlated as required by California planning law in that the original adoption of the elements were based on correlation studies, and subsequent general plan amendments have included comprehensive traffic studies assessing the continued correlation of these elements; and WHEREAS, the provisions and policies of the Land Use and Circulation Elements are further implemented by the traffic analysis procedures of the Traffic Phasing Ordinance and the implementation programs of that Ordinance and the Fair Share Traffic Contribution Fee Ordinance; and WHEREAS, pursuant to Section 707 of the Charter of the.City of Newport Beach, the Planning Commission has held a public hearing to consider a certain amendment to the Land Use Element of the Newport Beach General Plan; and WHEREAS, the increase of the development allocation to 2,300 square feet is a minor change in the development intensity of the site; and WHEREAS, the proposed automobile service station use, is compatible with the surrounding land uses; and WHEREAS, the circulation system will not be significantly impacted by the proposed project; and WHEREAS, it has been determined that the proposed project is categorically exempt from the requirements of the California Environmental Quality Act; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that an amendment to the General Plan so as to increase the development allocation of the subject property to 2,300 square feet is approved.
