RESOLUTION NO. 92 -16
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH AUTHORIZING THE
PURCHASE OF EMERGENCY VEHICLE PRE -EMPT
EQUIPMENT FROM THE 3M COMPANY.
WHEREAS, Section 1110 of the Charter of the City
of Newport Beach provides, among other things, that the City
Council may authorize the purchase of certain goods and
services without competitive bids after determining such
purchase to be more economical; and
WHEREAS, the 3M Company is the only known
manufacturer of the type of emergency vehicle pre -empt
equipment suited to the circumstances of Newport Beach; and
WHEREAS, the City of Newport Beach has previously
acquired 3M Company equipment through the competitive bid
process; and
WHEREAS, a direct purchase on the open market
eliminates the markup generally applied by contractor; and
WHEREAS, the 3M Company has offered the City of
Newport Beach a special discount for purchasing a quantity
of emergency vehicle pre -empt equipment; and
WHEREAS, the City desires to proceed with the
installation of emergency vehicle pre -empt equipment to
expedite response to emergencies and to improve safety for
Fire Department vehicles, as well as the motoring public.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that the direct purchase of
emergency vehicle pre -empt equipment from the 3M Company is
more economical than competitive bidding;
BE IT FURTHER RESOLVED that said purchase is
hereby authorized.
