HomeMy WebLinkAbout92-74 - Circulation Element - Master Plan of Arterial HighwaysRESOLUTION NO. 92 -74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AFFIRMING THAT THE CITY'S CIRCULATION ELEMENT, MASTER PLAN OF STREETS AND HIGHWAYS, IS MUTUALLY SATISFACTORY AND GENERALLY IN CONFORMANCE WITH THE COUNTY'S MASTER PLAN OF ARTERIAL HIGHWAYS • WHEREAS, the City of Newport Beach desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways (MPAH), and WHEREAS, the City of Newport Beach is a participant in the Orange County Combined Transportation Funding Programs ( OCCTFP); and WHEREAS, the City of Newport Beach has endorsed a definition of and a process for, determining consistency of the City's Traffic Circulation Plan with the MPAH; and WHEREAS, OCCTFP requires each City to send annually to the County of Orange all recommended changes to the City Circulation Element and the county Master Plan of Arterial Highways for the purpose of requalifying for participation in the Arterial Highway Financing Program, Combined Road Plan Program and Measure M's Streets and Roads Programs; and WHEREAS, the OCCTFP requires that each city which intends to participate in said program adopt a resolution each year, affirming that the City's Circulation Element- Master Plan of Streets and Highways is in conformance and compatible with the County's Master Plan of Arterial Highways; and WHEREAS, Title 13, Streets, Sidewalks and Public Property, and Title 19, Subdivisions of the Newport Beach Municipal Code, protects ultimate arterial highway right -of -way; and WHEREAS, the Circulation Element of the City's General Plan • provides for the limitation of access to arterial highway system; and WHEREAS, several differences in the Master Plan of Arterial Highways do exist in the unincorporated area adjacent to West Newport as follows: • City County Arterial Classification Classification 1. Bluff Rd., 29th St. to 17th St. Primary Mod. Primary 2. 15th St., Bluff Rd. to 17th St. Primary Prop. Primary 3. 15th St., Monrovia to Bluff Primary Prop. Second. 4. 17th St., Bluff Rd. to 15th St. None Prop. Second. 5. 17th St., Placentia to Superior Major Primary 6. 17th St., 15th St. to PCH None Prop. Primary; and WHEREAS, on June 25, 1990, the City Council initiated General Plan Amendment proceedings to consider the Santa Ana River Mouth Local Coastal Plan proposed by the County of Orange. A decision regarding the difference can be made when the studies associated with the General Plan Amendment are completed; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby affirms the County of Orange and the Orange County Local Transportation Authority that: a) The arterial highway portion of the City Circulation Element of the City is in general conformance with the County Master Plan of Arterial Highways. b) The City attests that no unilateral reduction in through lanes has been made on any MPAH arterials during Fiscal Year 1991 -92. c) The City has adopted a uniform setback ordinance providing for the preservation of rights -of -way consistent with the MPAH arterial highway classification. d) The City has adopted provisions for the limitation of access to arterial highways in order to protect the integrity of the system.
