HomeMy WebLinkAbout92-78 - Temporary Resident Only Parking Areas in Corona del MarNO. 92- 78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING TEMPORARY RESIDENT ONLY PARKING AREAS IN CORONA DEL MAR DURING ALLEY RESURFACING PROJECT. • WHEREAS, the City, through its own forces and a private contractor, is currently reconstructing, and replacing public utilities in, alleys in old Corona Del Mar near the beach; and WHEREAS, the project area is bounded by Ocean Boulevard, Goldenrod, Seaview and Iris; and WHEREAS, the alleys involved in the project are the principal access to the garages that provide parking for residents in the project area; and WHEREAS, during the summer, on- street parking within the project area is virtually non - existent due to the large number of tourists and beach -goers that frequent the area; and WHEREAS, the City Council has the authority to establish temporary resident only parking restrictions on public streets pursuant to the provisions of Section 22507 of the California Vehicle Code and Section 12.44.150 of the Newport Beach Municipal Code; and WHEREAS, temporary restrictions limiting on- street parking to residents only and limited to streets that form the boundary of, or are within, the project area, will have no significant impact on • beach access since there is available on- street parking for beach - goers and tourists in residential areas outside of the project area; and 1 WHEREAS, the impact of the parking restrictions on beach -goers and tourists will be extremely limited since resident only parking will continue only so long as alley access is restricted— approximately two weeks for each of the three alleys that have not yet been completed. • NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach as follows: 1. Parking. Parking on the following streets shall be limited to residents and their guests displaying a permit issued by the Traffic Engineer when signs specify "Permit Parking Only ", or words to that effect, are prominently displayed at least every 250 feet along the roadway subject to the restriction: (a) Seaview between Goldenrod and Iris; (b) Iris between Seaview and the alley south of Bayview; (c) Heliotrope between Seaview and Ocean Boulevard; (d) Goldenrod between Seaview and the alley south of Bayview. (e) Ocean Boulevard between Heliotrope and Iris. 2. The Traffic Engineer shall determine which of the streets within the project area shall be subject to parking by permit only and shall place signs restricting parking only to the extent • reasonably necessary to accommodate those residents unable to access their garage due to alley reconstruction. 3. The Traffic Engineer shall issue permits only to those persons who can establish lawful residence in a structure served by N a garage no longer accessible due to alley reconstruction. The permit shall expire at such time as reconstruction is complete and signs containing notice of the prohibition are removed. • ADOPTED, this 13th day of July , 1992.
