A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE TEMPORARY
CLOSURE OF A PORTION OF SANTA ANA AVENUE FROM
6:00 P.M. TO 8:00 P.M. ON HALLOWEEN NIGHT.
WHEREAS, during recent Halloween evenings, many children have
chosen to trick -or -treat on the 300 and 400 blocks of Santa Ana
Avenue; and
WHEREAS, children and their parents have selected Santa Ana
Avenue for trick -or- treating because it is an extremely wide
street, well lit by street lights, and certain houses in the area
have special decorations or events to celebrate Halloween; and
WHEREAS, residents and parents concerned with the safety of
children trick -or- treating on Santa Ana Avenue have presented
substantial evidence of the need to close the 300 and 400 blocks of
that street from 6:00 p.m. to 8:00 p.m. on Halloween Night to
protect the safety of children and others using, and crossing, the
street to trick -or- treat; and
WHEREAS, the City Council has the legal authority to
temporarily close a portion of any street for celebrations and
local special events when closure is necessary for the safety and
protection of persons using that portion of the street during the
temporary closure.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Newport Beach as follows:
1. That the Newport Beach Police Department is hereby
authorized and directed to close the 300, 400 and 500 blocks of
Santa Ana Avenue to vehicular traffic from 6:00 p.m. to 8:00 p.m.
on October 31, 1992.

Emergency personnel; and
Minors accompanied by adults using the streets for
Halloween purposes.
