HomeMy WebLinkAbout94-36 - Countywide Recycling Market Development Zone ProgramRESOLUTION NO. 94- 36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE INCLUSION OF THE CITY INTO A COUNTYWIDE RECYCLING MARKET DEVELOPMENT ZONE PROGRAM. WHEREAS, On January 13, 1992, the Council of the City of Newport Beach • approved the Source Reduction and Recycling Element (SRRE) for the City, and WHEREAS, The SRRE called for economic development opportunities in the City as a measure necessary to improve local and regional markets for recovered materials; and WHEREAS, Implementation of the SRRE will result in the dramatic increase in the quantity and types of materials recovered from diversion programs instituted in conjunction with the California Integrated Waste Management Act of 1989 (AB 939); and WHEREAS, The County and Cities are proposing to act as joint lead agencies in a countywide Recycling Market Development Zone (RMDZ); and WHEREAS, The RMDZ boundaries would encompass all unincorporated and incorporated areas of Orange County; and WHEREAS, The creation of the countywide RMDZ would enhance the employment and economic development goals of the lead agencies; and WHEREAS, Current and planned City waste management practices, programs and conditions are favorable to the development of post- consumer waste materials; and WHEREAS, Designation of the proposed Zone as a RMDZ is necessary to assist in attracting and developing recycling businesses within the County; and NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Newport Beach hereby supports the inclusion of the City into a Countywide Recycling Market Development Zone Program.
