HomeMy WebLinkAbout94-79 - Local Coastal Program Amendment 34Resolution No. 94 -79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING LOCAL COASTAL PROGRAM AMENDMENT NO. 34 AMENDING THE LOCAL COASTAL PROGRAM LAND USE PLAN SO AS TO REDESIGNATE PROPERTY AT THE NORTHWESTERLY • CORNER OF NEWPORT CENTER DRIVE AND GRANVILLE DRIVE FROM "MULTI FAMILY RESIDENTIAL, TO "ADMINISTRATIVE PROFESSIONAL AND FINANCIAL COMMERCIAL" USES WHEREAS, the Coastal Act of 1976 requires the City of Newport Beach to prepare a local coastal program; and WHEREAS, as part of the development and implementation of the Coastal Act, the City established a Local Coastal Program Advisory Committee, which held 29 public meetings to develop the goals, objectives and policies of the City's Local Coastal Program; and WHEREAS, the Planning Commission of the City of Newport Beach considered the Local Coastal Program, Land Use Plan at nine public hearings prior to recommending approval and adoption to the City Council; and WHEREAS, the City Council of the City of Newport Beach also held nine public hearings on the Local Coastal Program, Land Use Plan prior to adoption; and WHEREAS, two public hearings were held by the California Coastal Commission in conjunction with the certification of the Newport Beach Local Coastal Program, Land Use Plan; and WHEREAS, said Land Use Plan sets forth the objectives and supporting policies which serve as a guide for the future development in the coastal zone in the City of Newport Beach; and WHEREAS, on August 27, 1993 a Certificate of Completion was filed for the annexation of the subject property to the City of Newport Beach; and isWHEREAS, the Planning Commission and City Council have held duly noticed public hearings to consider this amendment to the Local Coastal Program, Land Use Plan; and WHEREAS, the Planning Commission and City Council, in considering this amendment to the Local Coastal Program, have determined that this amendment is consistent with all of the stated goals and policies of the California Coastal Act, the City of Newport Beach General Plan, and the City's Local Coastal Program, Land Use Plan; and WHEREAS, the proposed project is exempt from the provisions of CEQA • under Class 3 (New Construction or Conversion of Small Structures). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that all changes necessary to reflect the amendments adopted in General Plan Amendment 94 -1(A) be incorporated into the Newport Beach Local Coastal Program, Land Use Plan as follows: That the land use designation for the property located at the westerly corner of Newport Center Drive and Granville Drive, more particularly described as Lot 10, Tract No. 14839, shall be change from "Multi Family Residential" to "Administrative Professional and Financial Commercial" uses and the development allocation for the site shall be 5,000 square feet.
