A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING CIVIL FINES FOR
VIOLATIONS OF MUNICIPAL CODE CHAPTER 10.58
PERTAINING TO POLICE SERVICES AT LARGE
PARTIES, GATHERINGS OR EVENTS ON PRIVATE
PROPERTY
• WHEREAS, the City Council adopted Municipal Chapter 10.58 in
1988 to recover the actual costs of providing repeated police
services for a special security assignment of police officers at
large parties, gatherings or events where there is a threat to the
public peace, health, safety or general welfare; and
WHEREAS, Chapter 10.58 was amended in 1994 to establish by
resolution of the City Council civil fines upon the property owners
and individuals responsible for events giving rise to special
security assignment of police officers; and
WHEREAS, pursuant to Section 10.58.030(B) the City Council
desires to establish civil fines to be imposed upon the property
owners, and other persons responsible for large parties, gatherings
or events which require repeated special security assignment of
police officers; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Newport Beach as follows:
1.
The
civil
fine imposed
upon a second special
security
assignment
of
police
officers at a
large
party, gathering
or event
caused by the same person responsible for the event within a twelve
month period, shall be $250.
• 2. The civil fine imposed upon a third special security
assignment of police officers at a large party, gathering or event
caused by the same person responsible for the event within a twelve
month period shall be $500.

3. The civil fine imposed upon a fourth and each subsequent
special security assignment of police officers at a large party,
gathering or event caused by the same person responsible for the
event, within a twelve month period, shall be $750.00.
4. The civil fine imposed upon the owner of a property, if
• different from the person responsible for the event upon a third
special security assignment of police officers at a large party,
gathering or event occurring at the same property within a twelve
month period shall be $150.
5. The civil fine imposed upon the owner of a property,
upon a fourth special security assignment of police officers at a
large party, gathering or event occurring at the same property
within a twelve month period regardless of whether previous
responses involved the same person responsible for the event,
shall be $300.
