HomeMy WebLinkAbout95-137 - Public Safety CommitteeRESOLUTION NO. 95 -137 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE PUBLIC SAFETY COMMITTEE AND ELIMINATING TWO COUNCIL COMMITTEES. . WHEREAS Resolution 94-108 created the Airport Committee and Resolution 94 -109 created the Appointments Committee; and WHEREAS both Committees have met on an infrequent basis because their duties and responsibilities have been handled by the Council as a whole or on an as- needed basis, and WHEREAS the Fire /Marine Department and the Police Department are two of the City's largest departments; and WHEREAS both departments have on -going and proposed programs that are significant to the City; and WHEREAS a standing Council Committee will allow for on -going policy review and input by the Council; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that Resolutions 94108 and 94-109 are repealed, eliminating the Appointments and Airport Committees, and that the City Council Public Safety Committee is hereby established as follows: 1. The membership will consist of the Mayor and two Councilmembers, one of whom shall be the appointed chairperson. Appointment shall be made by the Mayor and confirmed by the full City Council. 2. Meetings shall be called by the Chairperson or Mayor as needed. 3. Staff support shall be provided by the Police Chief and Fire Chief, and other staff as necessary. 4. The duties of the committee shall be as follows: a) Review and monitor service levels, issues, budget, and events which may affect public safety operations. • b) Review and make recommendations to the City Council on any programmatic changes which will add positions and /or significant infrastructure support to the respective department's budget. c) Recommend legislative actions to the City Council which will assist the departments in carrying out their responsibilities. d) Review and recommend action on significant service revenue enhancements or reductions which will affect the departmental or City budget. 5. The term of this committee shall be indefinite pending City Council action. • ADOPTED this 11th day of December, 1995. MAYOR ATTEST: •
