A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH APPROVING THE 2010 -2014 CITIZEN PARTICIPATION PLAN
CONCERNING COMMUNITY PLANNING AND DEVELOPMENT
PROGRAMS TO RECEIVE FUNDS UNDER THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, AND
SUPERCEDING ALL PREVIOUS RESOLUTIONS WHICH ARE
INCONSISTENT THEREWITH.
WHEREAS, the City of Newport Beach participates in the Department of Housing and
Urban Development's Community Development Block Grant (CDBG); and
WHEREAS, cities participating in federal grant programs are required to develop and
follow a Citizen Participation Plan to receive funds for the Community Planning and
Development (CPD) programs, including the CDBG program; and
WHEREAS, a Citizen Participation Plan is required to be updated and adopted at least
once every five years and contains the City's policy and procedures concerning citizen
participation and input in the City's planning and use of CDBG funds to achieve its 5 -Year
Consolidated Plan objectives; and
WHEREAS, on March 20, 2010, the City published a public notice in the Daily Pilot
newspaper indicating that the draft Citizen Participation Plan would be available to the public for
review and comment from March 20, 2010 to April 27, 2010; and
WHEREAS, on April 27, 2010, the City Council reviewed and approved the draft Citizen
Participation Plan, including any amendments necessary for response to the comments presented
at the hearing; and
WHEREAS, pursuant to Section 15378 of the State CEQA Guidelines, the proposed
project is exempt from the requirements of CEQA.
NOW, THEREFORE, the City Council of the City of Newport Beach DOES HEREBY
RESOLVE as follows:
SECTION 1. The Citizen Participation Plan containing the City's policies and procedures
concerning citizen participation and input in the City's planning and use of CDBG funds for the
five year period of 2010 -2014 is hereby adopted, and the City Council DOES HEREBY
AUTHORIZE the City Manager to be the official representative of the City of Newport Beach to
submit the Citizen Participation Plan and certification required to HUD.

SECTION 2. That the City Council DOES HEREBY AUTHORIZE the Economic
Development Coordinator of the Planning Department, or his/her designee, to be the official
representative of the City of Newport Beach to submit required environmental documentation for
CDBG projects.
PASSED AND ADOPTED by the City Council of the City of Newport Beach at a regular
meeting held on the 27th day of April 2010.

being Resolution No. 2010 -41 was duly and regularly introduced before and adopted by the City
Council of said City at a regular meeting of said Council, duly and regularly held on the 27th day of
April, 2010, and that the same was so passed and adopted by the following vote, to wit:

Absent: Webb, Daigle
Abstain: None
