Poster, Fire Chief — (949) 644 -3101, sposter @nbfd.net PREPARED BY: Katie Eing, Emergency Services Coordinator PHONE: 949 - 644 -3109 TITLE: Approval of the Fiscal Year 2013 Urban Area Security Initiative Grant Program Transfer Agreement and Training Funds ABSTRACT: The Federal Urban Areas Security Initiative (UASI) Grant Program dedicates funding support to select high- threat, high- density urban areas in order to address their unique multi- discipline planning, organization, equipment, training, and exercise needs in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. In FY 2013, 25 high- threat, high- density urban areas were eligible for funding under the UASI program, including the Orange County Metropolitan Area. The cities of Anaheim and Santa Ana were selected as the core cities for Orange County and are responsible for the management and administration of the UASI Grant Program. The UASI Grant provides the City's first responders' equipment and training to better prepare for a terrorist attack and /or natural disaster. In 2013 the Santa Ana UASI designated $10,242.00 to the City of Newport Beach for reimbursement of training costs associated with Homeland Security. RECOMMENDATION: a) Adopt Resolution No. 2014 -23, A Resolution of the City Council of the City of Newport Beach Approving the Transfer Agreement for Fiscal Year 2013 Urban Area Security Initiative (UASI) Grant Program Purposes ( "Transfer Agreement ") Between the City of Newport Beach and the City of Santa Ana, and authorizing the City Manager and the Fire Chief to act as the "Authorized Agents" to execute for, and on behalf of, the City any actions necessary to implement the Transfer Agreement and obtain federal financial assistance provided by the Federal Department of Homeland Security and sub - granted through the California Emergency Management Agency; 56 b) Accept the 2013 UASI Grant Fund Training Allocation in the amount of $10,242 to be utilized for reimbursement of training costs associated with approved Department of Homeland Security (DHS) courses for emergency response personnel. The City of Santa Ana UASI has designated $10,242 to reimburse the City's approved UASI training instructors to conduct regional training; and c) Approve Budget Amendment No. 14BA -035 increasing revenue estimates by $10,242 in Budget Account Number 1820 -486G; and increasing expenditure appropriations by $10,242 in Account Number 1830 -7041. FUNDING REQUIREMENTS: Approve Budget Amendment 14BA -035 increasing revenue estimates by $10,242 in Budget Account Number 1820 -486G; and increasing expenditure appropriations by $10,242 in Account Number 1830 -7041. DISCUSSION: The UASI Grant Program was authorized by Congress in 2003, and implemented by DHS to help strengthen the nation against risks associated with potential terrorist attacks. The Federal Urban Areas Security Initiative (UASI) Grant Program dedicates funding support to select high- threat, high- density urban areas in order to address their unique multi - discipline planning, organization, equipment, training, and exercise needs to prevent, protect against, respond to, and recover from threats or acts of terrorism. The urban areas are chosen by DHS based on a formula that takes into account factors such as critical infrastructure, population density, and credible threat information. Among other densely populated areas, the cities of Santa Ana and Anaheim were selected as core cities for the Orange County Metropolitan Area. They were jointly awarded approximately $2.5 million in FY 2013 and are responsible for the management and administration of the UASI Grant Program. The FY 2013 UASI Grant Program Priorities for Orange County include: • RAD /NUC Detection Program. • Sustain Automated License Plate Recognition (ALPR) Program. • Sustain Orange County Civic Center Video Surveillance System. • Enhance the ReadyOC Preparedness Campaign and the "If You See Something, Say Something" Campaign. • Continue conducting Regional Homeland Security Training including: Active Shooter, CERT and Mobile Field Force. The City of Newport Beach is considered an urban area sub - recipient under this grant program. Once the Transfer Agreement is approved, the City is eligible to receive equipment and training funding for approved City UASI Training Instructors. The training funds will reimburse the City for overtime and backfill incurred. No matching funds are required to accept this grant. ENVIRONMENTAL REVIEW: 57 No Fiscal Impact. The Anaheim/Santa Ana UASI recognizes the importance of training and will continue to provide funding for regional training. The FY09 UASI Grant Program served as the transition to a more centralized approach to training where a focused core curriculum of courses was established for first responders in the urban area. This regional concept has being utilized with each grant cycle since FY09 and will continue with FYI UASI grant funding. Leaders from each jurisdiction are collaborating on the planning and establishment of core training for their respective disciplines to ensure the needs of the region are met at every level. 59 December 11, 2013 Page 2 Due to a reduced UASI grant allocation, reimbursement for overtime and backfill for training will no longer be offered. However, the grant will continue to provide reimbursement for personnel who assist with the instruction and delivery of the approved UASI courses. The information below is being provided as an estimated value of training instructor participation based on the number of first responders in your agency that have been approved to teach. It is being provided for your City's respective internal budgetary needs only and does not reflect a direct allocation as in the past. Additional funds may be awarded at a later time depending on your agency's participation and available dollars. Regional Training Proeram — Instructor Participation Police Department: $10,242 As outlined in the FYI Sub - Recipient Grant Guidance, reimbursement requests and progress reports are to be submitted to the UASI Grant Office on a quarterly basis.
