TITLE: Installation of Corona del Mar Bicycle Racks by the Corona del Mar Business
Improvement District
ABSTRACT:
The Corona del Mar Business Improvement District (CdM BID) wishes to install bicycle racks on
the sidewalk along Coast Highway between Avocado Avenue and Hazel Avenue.
RECOMMENDATION:
a) Authorize installation of up to fifty (50) Bicycle Racks within the Public Right of Way in
Corona del Mar by the Corona del Mar Business Improvement District;
b) Accept the installed bicycle racks as Public Property; and
c) Authorize the Corona del Mar Business Improvement District to maintain and repair the
bicycle racks as needed.
FUNDING REQUIREMENTS:
There is no direct City expense for this project. The CdM BID will procure the bicycle racks and
required hardware directly from the vendor. CdM BID will use one of the City's on -call
contractors, J.M. Rabun Company for quick installation of the racks. Payment for the bike rack
installation will be handled by CdM BID through a direct invoice from the contractor to CdM BID.
The materials used in construction and installation of the bicycle racks have been chosen to
minimize needed maintenance and replacement. When needed, maintenance and /or
replacement of the bicycle racks will be funded from the CdM BID's street furniture
maintenance account.

On September 26, 2013, the CdM BID Board of Directors approved the procurement and
installation of fifty bicycle racks along Coast Highway between Avocado Avenue and Hazel
Avenue. This progressive plan will increase and improve access for patrons without further
impacting the limited vehicle parking along Coast Highway and within the neighborhoods.
The bicycle racks have been designed and will be colored to perpetuate the village "feel' and
integrate with the existing street furniture. The design also introduces the "Bike the CdM
Village" logo to encourage and welcome cycling within Corona del Mar.
Working with staff from the Public Works Department, the CdM BID has created a plan to install
the racks in high - visibility sidewalk areas along Coast Highway. While determining the
locations, special care was taken to place the racks to be as efficient as possible for the cyclist
while minimizing impacts to pedestrians and parked vehicles. This was accomplished by
locating racks within existing red zones and maintaining a minimum six -foot pedestrian area
along the sidewalks. In most cases, the racks will be placed on Coast Highway sidewalks. In a
few locations where the Coast Highway frontage is occupied with street furniture or utilities,
racks will be placed on the side street sidewalks near Coast Highway.
During the review process, the CdM BID sent out notices to the businesses within the business
district to solicit comments on the bicycle rack design and proposed installation locations. After
receiving minimal responses, the CdM BID is recommending moving forward with the attached
design and plan.
Installation of bicycle parking within the CdM Village has been identified in both the draft Bicycle
Master Plan and Corona del Mar Parking Management Plan Study as a sustainable
improvement to reduce the overall parking impacts in the area.
Upon approval of the bicycle rack locations, the CdM BID and City staff will move forward with
the purchase and installation of the racks. Installation is planned to begin this spring and will
have minimal impacts on the operation of the business or the flow of pedestrians, cyclists and
the motoring public through Corona del Mar.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental
Quality Act ( "CEQA ") pursuant to Section 15301 (for repair, maintenance and minor alteration of
existing public facilities) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
