Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeach.gov PREPARED BY: Michael Sinacori, P.E., Assistant City Engineer PHONE: 949 - 644 -3342 TITLE: Big Canyon Reservoir Floating Cover Replacement Project - Completion and Acceptance of Contract No. 5027 (CAP12 -0035) ABSTRACT: On February 26, 2013, City Council awarded Contract No. 5027 (Big Canyon Reservoir Floating Cover Replacement Project) to MPC Containment International (MPC), for a total contract cost of $5,720,500 plus a $300,000 allowance for contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after this Council acceptance. FUNDING REQUIREMENTS: Funds for the construction contract were expended from the following accounts: Account Descriotion Account Number Amount Water Enterprise — BCR Cover 7511- C6002011 $ 5,985,992.00 Total: $ 5,985,992.00 197 DISCUSSION: Overall Contract Cost/Time Summary The work necessary for the completion of this contract consisted of demolition of the existing chafer panel, floating cover and appurtenances, salvage of existing equipment and materials, installation of a 45 -mil chafer CSPE, 35 -mil CSPE vertical baffle, 45 -mil CSPE floating cover, cover appurtenances, hatch, vents, floats, sand tube weights, sump pump dewatering assembly, and storm water drainage pipe system. Additional work items were added to the scope of work during construction that included modifications to improve the design, maintenance, and landscaping of the adjacent lot. The contract has now been completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original bid amount: $ 5,720,500.00 Actual cost of bid items constructed: $ 5,720,500.00 Total change orders: $ 265,492.00 Final contract cost: $ 5,985,992.00 The cost of bid items constructed decreased with the deletion of the following scope of work(s): reservoir dewatering, substitution of doubler material over the grillage, reservoir disinfection chlorine (provided by the Contractor) and other items. The final construction contract cost was approximately 4.6 percent above the original bid amount through the added work that included modifications to improve the design, maintenance, and landscaping of the adjacent lot. A portion of this cost increase resulted from the modifications to the baffle design, and to provide cleaning of the reservoir at a future date.
