Brown, City Clerk PHONE: (949) 644 -3005 TITLE: Appointment by Mayor of Ad Hoc Appointments Committee to Review Applications and Make Recommendations to the Full Council for the Board and Commission Vacancies Scheduled to Occur on June 30, 2014 ABSTRACT: The annual vacancies on City Boards and Commissions will occur on June 30, 2014. The process to fill the vacancies shall be followed in accordance to City Council Policy A -2 (Board and Commission Appointments). RECOMMENDATION: a) Confirm Mayor Rush Hill's appointment of Mayor Hill, Mayor Pro Tern Selich, and Council Member Gardner to serve on the Ad Hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2014; and b) Direct the City Clerk to post and publish a Vacancy Notice requesting that applications be submitted by 1:00 p.m. on Wednesday, May 14, 2014; schedule confirmation of nominees to be made on June 10, 2014; and make appointments on June 24, 2014. FUNDING REQUIREMENTS: No Fiscal Impact. DISCUSSION: On June 30, 2014, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees (one seat) - Seat held by Jerry King (eligible for reappointment). 267 Building and Fire Board of Appeals (two seats) - Seats held by Robert Yant, Jr. (not eligible for reappointment) and Stephen Sandland (eligible for reappointment). City Arts Commission (one seat) - Seat held by Judy Chang (eligible for reappointment). Civil Service Board (one seat) - Seat held by Douglas Coulter [Council nominee] (not eligible for reappointment). Harbor Commission (three seats) - Seats held by Duncan McIntosh (eligible for reappointment), Karen Rhyne (not eligible for reappointment), and Douglas West (eligible for reappointment). Parks, Beaches and Recreation Commission (two seats) - Seats held by Thomas Anderson (eligible for reappointment) and Ron Cole (eligible for reappointment). Planning Commission (one seat) - Seat held by Fred Ameri (eligible for reappointment). Consistent with City Council Policy A -2, the above stated vacancies will be advertised and applications will be accepted until 1:00 p.m on Wednesday, May 14, 2014. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, June 10, 2014, and final appointments will be made on Tuesday, June 24, 2014. All new terms will be effective on July 1, 2014, with an expiration date of June 30, 2018. City Council Policy A -2 establishes the procedures for making appointments to the various Boards and Commissions. Pursuant to City Council Policy A -2, the Ad Hoc Committee's duties are as follows: A. Review all applications for position to City Boards, Commissions and Committees. The ad- hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two (2) weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two (2) or more candidates for each Board, Commission or Committee vacancy. Members of the City Council may wish to interview the recommended candidates further prior to final selection by the City Council. By requiring two (2) or more candidates for each vacancy, it is the intent of the City Council that at least two (2) separate individuals should be considered for each vacancy (i.e., if there are two (2) vacancies, at least four (4) separate individuals will be considered). Once the final appointments are made by the City Council, the Ad Hoc Appointments Committee will be dissolved. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or .: reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The deadline for filing applications is 1:00 p.m. on Wednesday, May 14, 2014.
