Brown, City Clerk (949) 644 -3005 Appointment to the Aviation Committee ABSTRACT: Due to a vacancy on the Aviation Committee (District 7 Alternate seat), the City Council is asked to confirm the appointment made by Council Member Keith Curry. RECOMMENDATION: Confirm Council Member Keith Curry's appointment of Karen Rhyne as the District 7 Alternate Representative on the Aviation Committee, effective July 1, 2014. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Resolution No. 2011 -31, which established the membership of the Aviation Committee, states that, in part, the Aviation Committee shall consist of seven members, one from each City Council District, and seven alternate members, one from each City Council District. Furthermore, all appointments to the Aviation Committee shall be confirmed by the City Council. On April 10, 2014, the City Clerk's Office was informed that Suzanne Casey had resigned from the Aviation Committee (District 7 Representative). Since membership consists of an Alternate Member for each Council District, James Dunlap ascended into the primary role, which caused an unscheduled vacancy for his Alternate seat. In accordance with City Council Policy A -2 (Appointments to Boards, Commissions, and Committees), the City Clerk's Office published in the Daily Pilot a Notice of Unscheduled Vacancy for the seat on Saturday, April 19, 2014; and posted the Notice in the City Clerk's Office, electronic bulletin board, City website, and at the Central Library on Thursday, April 17, 2014. The deadline to submit applications was Monday, May 5, 2014. ME Upon review of the applications, Council Member Keith Curry is requesting that the City Council confirm his appointment of Karen Rhyne to fill the vacant District 7 - Alternate seat position. The effective date of her appointment will be July 1, 2014, as the Committee does not meet again before that date, and this allows Ms. Rhyne to remain on the Harbor Commission up until her term concludes. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
