TITLE: Proposed Land Use and Zoning Designations Amendments Located at 191
Riverside Avenue (PA2013 -210)
ABSTRACT:
City Council consideration of proposed amendments to the General Plan, Locei Coastal Plan, and Zoning Code to
change the land use and zoning desi gnati ons f or the property located at 191 Ri versi de Avenue f rom Public Facilities
to M i xed -Use.
RECOMMENDATION:
Staff recommends that this item be removed from calendar.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Background:
At their April 8, 2014, meeting, the City Council conducted a public hearing on applications for
a General Plan Amendment (GP2013 -002) and Coastal Land Use Plan Amendment (LC2013-
003) to change the land use category from Public Facilities (PF) to Mixed -Use Horizontal (MU-
H1) and a Zoning Code Amendment (CA2013 -007) to change the zoning from Public Facilities
(PF) to Mixed -Use Mariners' Mile (MU -MM) for a 0.52 -acre site located at 191 Riverside
Avenue.
The Council continued this item and directed staff to return a resolution for denial on April 22,
2014. At that meeting, the Council continued this item May 27, 2014, to allow the applicant
time to address concerns raised by the Council.
Analysis:
As of this writing, staff is working with the applicant to address the City Council's concerns.
Any new information submitted on the project should be considered at a newly noticed public
hearing. Therefore, staff recommends that this item be removed from calendar. The public
hearing will be scheduled after the new information is submitted and analyzed by staff.
ENVIRONMENTAL REVIEW:
The environmental review and findings will be completed in conjunction with the City Council's
final action on the proposed project.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
