TITLE: West Newport Community Center Update
ABSTRACT:
We have done some public outreach to heap determine the location and recreational uses for the proposed West
Newport Community Center. This is a status report on our outreach.
RECOMMENDATION:
Direct staff to develop conceptual studies at the proposed sites based upon the preferred
recreational uses, specified by the current outreach results, and establish a preliminary budget
and schedule for a future project.
FUNDING REQUIREMENTS:
Resources for costing out this project's alternatives further are within the current budget
appropriations.
DISCUSSION:
At the direction of City Council, staff has conducted public outreach to solicit input regarding
the potential sites and recreational uses for a new West Newport Community Center. City staff
held two outreach meetings (at OASIS and at the Old City Hall) and posted a link to
Mindmixer.com on the city's web page to solicit online input. The Recreation and Senior
Services staff presented a proposed multigenerational program of various amenities with an
emphasis on wellness to promote healthy and happy lifestyles. Participants were encouraged
to "vote" for those amenities or provide ideas of their own. Additionally, the two sites selected
by the City Council working group were also presented and participants were asked to select
their favorite site or propose others. The following summary of community input is based upon
112 attendees of the two meetings and 48 online participants via the City's Connect Newport
Beach website that utilizes the Mindmixer.com software.

Because there was no clear preference on location, staff recommends the further development
of concepts for both the 16th Street and Superior Avenue sites. The concept development
would include hiring a design professional to prepare preliminary site plans that would be
based upon the most popular recreational uses from the outreach along with preliminary cost
and schedule data. During the outreach meetings, several participants expressed concerns
over access to the Sunset Ridge Park which is currently under construction. The proposed
location of the Community Center at the Superior site would address this issue. However, if the
City ultimately chooses the 16th Street site, staff would recommend that the City investigate
potential improvements at the Superior site to improve access and parking for the Sunset
Ridge Park. Public Works staff is currently working with OCTA and Caltrans to investigate the
feasibility and potential grant funding of the proposed pedestrian overcrossings at Superior
Avenue and Coast Highway.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental
Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the
activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change
to the environment, directly or indirectly.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
