TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Kimberly Brandt, Community Development Director — (949) 644 -3226, kbrandt @newportbeachca.gov PREPARED BY: Debbie Drasler, Contract Planner PHONE: (949) 644 -3206 TITLE: AT &T Newport Center Telecommunication Facility Permit Located at 1600 Newport Center Drive (PA2013 -225) ABSTRACT: Core Development Services has submitted an application on behalf of AT &T requesting a telecommunications (telecom) permit to construct two, 43- foot -tall "Slim Jim" monopoles to encase six, eight- foot -tall antennas for AT &T and an unknown number of antennas for a future telecom carrier. The monopoles would exceed the 32 -foot height limit by 11 feet. The proposed support equipment will be ground- mounted and screened behind a new 450 - square -foot enclosure. Due to the location category and height, the proposed 43- foot -tall "Slim Jim" monopoles require City Council review. RECOMMENDATION: Continue to the August 12, 2014, City Council meeting. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: On May 20, 2014, the applicant submitted a request to continue this application from the City Council meeting on May 27, 2014 to June 24, 2014. The continuance was intended to allow the applicant time to submit additional information and support material for staffs review and recommendation regarding a second telecommunications carrier. Staff just recently received the additional information and support material for the second carrier, Verizon, and is in the process of reviewing the submitted documents. The applicant has requested that this application be continued to August 12, 2014 (Attachment No. CC 1). Staff concurs with this request. ENVIRONMENTAL REVIEW: This continuance action does not require environmental review. NOTICING: The application was noticed for the May 27, 2014, City Council meeting where it was continued to this meeting; therefore, no additional notice is required. The item appeared on the agenda for this meeting, which was posted at City Hall and on the City website. The agenda item for the June 24, 2014, City Council meeting was noticed according to the Brown Act and Municipal Code.
