Minutes for the July 8, 2014 Regular Meeting The page numbers below refer to Volume 61. The passages in italics are from the draft, with suggested changes shown in stfikeeut underline format. 1. Page 615, paragraph 4: "Council Member Curry noted the importance of remembering that every day; Police Officers, Firefighters and Lifeguards risk their lives for the rest of us." [delete "; "] 1. Page 615, final line:"... so that matters related to the high schools;,, City traffic and..." [replace ";" with ", "] 2. Page 619, paragraph 2: "...they have a tree committee and he may request to them to carry the item forward." 3. Page 619, paragraph 7: "Jack Yearling Geerlings reported that..." 4. Page 620, Item 13, paragraph 2, sentence 3: "She introduced W490 y Woodie Tescher from PlaceWorks ... 5. Page 620, Item 13, paragraph 3, last line:"... and Supplemental Environmental Impact Review Report (SEIR) traffic findings." 6. Page 623, paragraph 2 from end: "Steve Rosansky, President/CEO of the Newport Beach Chamber of Commerce, commented on the Coalition for General Plan Accountability and thO Gond • ^tian ^' conducting an education outreach program to the City. Page 624, paragraph 2 from end: "Mayor Pro Tem Selich, as Chair of the Land Use Element Amendment Advisory Committee, stated that he has heard the comments tonight which have reinforced comments heard over the last two months age from residents, property owners and many people throughout the community." [the comment was something like: "over the last two or three months or so ever since the Land Use Element Committee finished its work "] 8. Page 625, paragraph 2: "He utilized a PowerPoint presentation on his proposal addressing ADT comparisons with a decrease, the Airport Area — Saunders Property, the revised LU Policy LU 7.14.5 and Figure LU22 to include Area 4A, and revised new Policy LU 7.14.14. Discussion ensued regarding the Development Agreements on how new commercial development is prohibited which was part of his motion. He continued with his presentation addressing a new Policy for Anomaly No. 6 in Airport Area which he confirmed is trip neutral, revised Policy LU 7.13.4 for Newport Center, new Policy LU 7.13. 11 Bypass Plan, and the concept Bypass Plan." 9. Page 625, paragraph 2 from end: "He addressed the Sustainable Community Strategy and commented on the reduction of greenhouse gas production and emissions noting that Land Use goal 4 has measures to comply with this Strategy." Council Member Gardner requested additions to the original motion. She requested removing "economically" from Policy LU 2.2 and going back to the original policy- Althouqh irrelevant if Council continues as proposed, she noted Policy LU 3.4 originally limited increases in office space at Newport Center and now emphasizes it, and she would make some changes. In the Policy Overview for Balboa Village, she requested going back to the original language which stated a priority for retention of marine related uses throughout the Peninsula. She requested that the incentives to improve property offered to Balboa Village in Policy LU 7.12.6 should, if offered at all, be offered Citywide. Finally, she requested that Policy LU 7.19.6 be amended to include workinq with "residents" as well as "local businesses and organizations "." 11. Page 626, paragraph 5: "Council Member Henn requested that one f the proposed changes by Council Member Gardner In ran to Policy LU 7.12.6 be eliminated." 12. Page 626, paragraph 8: "Mayor Pro Tem Selich suggested a change to the Bypass Plan language removing the words "as conceptually depicted in Figure 214" and removing Figure 21 -1, so it generally describes a plan to be worked out later." 13. Page 626, last paragraph: "Council Member Curry noted that regarding Council Member Petros' addition of new Policy LU 7.13.12, he is reticent about mandating use of a strategy that may not work. Council Member Petros stated this is an asset within the City's ability to affect change, and discussed a possible bike share. Council Member Henn expressed concerns that the language could be too prescriptive. He offered a change to part of the language to state "toward the goal of increasing the transit use" which is not mandating its occurrence. Council Member Petros accepted that change. Further, Council Member Petros explained the revision of new Policy LU 7.13.9." 14. Page 627, paragraph 2, next to last sentence: "... or direct staff to return at a later meeting with all of the documentation reflecting actions sentempfating contemplated." [note: the following sentence says "If Council would like to take the action tonight with the Resolutions, staff would like to make additions as well." It is not clear the public (or Council) knows what the proposed staff additions are, for they are not clearly distinguished from Council- directed changes in the July 22, 2014, staff report for the continued item ( #10).] 15. Page 627, under Item 14, paragraph 1: "City Manager Kiff noted that the aforementioned item will be continued until the next City Council meets meeting." Page 628, paragraph 2: "Community Development Director Brandt added that the Policy discusses a plan; in concept and that the concept would have to be fully developed and evaluated..." [delete'; "] 17. Page 628, paragraph 3: "Council Member Petros commented on the need for a demonstration that, by- vi4ue -e>` what Council just did, will result in zero sum or no net change in the airport area and a total reduction in traffic generated by this proposal compared to the 2006 General Plan."
