Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Antony Brine, City Traffic Engineer PHONE: (949) 644 -3329 TITLE: Balboa Bay Resort — Balboa Bay Way Street Renaming ABSTRACT: This item would identify the signal and entrance to the Balboa Bay Resort as Balboa Bay Way. The name change will improve wayfinding and identification of the entry to the Balboa Bay Resort. RECOMMENDATION: Adopt Resolution No. 2014 -72, A Resolution of the City Council of the City of Newport Beach Changing the Name of Balboa Bay Club to Balboa Bay Way, and finding the action is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3 (Staff Report Attachment A). FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for implementation of this change. The cost estimate to install illuminated street name signs at the signalized intersection is $ 7,625.00. These costs will be expensed to the 5200 -8030 (Traffic Signal Operation and Maintenance) account in the Public Works Department. DISCUSSION: City staff has submitted an application to the State of California Department of Transportation (Caltrans) for a permit to install illuminated street name signs (ISNS) on the State -owned traffic signal at the Balboa Bay Resort driveway entrance. Currently there are no ISNS on the traffic signal. The General Manager of the Balboa Bay Club and Balboa Bay Resort ('Resort") has submitted a letter requesting that the name for the entry location into the property be designated `Balboa Bay Way'. The Resort believes that the sign installation with this name will improve wayfinding for their visitors (Attachment B). The official Caltrans designation of the traffic signal location is `Balboa Bay Club ". Caltrans has indicated to staff that they could only approve the permit application to install the street name signs using the "Balboa Bay Way" designation with a Resolution from the City Council approving the renaming of the street. While there is no formal City policy or process for considering changes to an existing street name, State Government Code Sections 34091.1 and 34092 provide that the City Council may make such changes with the only obligation being that the change is promptly reported to the County Board of Supervisors in the form of a signed resolution. There are no buildings or businesses with addresses on Balboa Bay Club. The address of the Resort is 1221 West Coast Highway. This address is not proposed to be changed. The name "Balboa Bay Way" will be functionally used by the State and the City as the designation for the traffic signal location. ENVIRONMENTAL REVIEW: Staff recommends the City Council find that the action is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3 (Attachment CC 1). NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). ATTACHMENTS: Description Attachment A - Resolution Attachment B - Letter from Balboa Bay Club Attachment C - Location Mai) ATTACHMENT A C7 :Y0A1j9Nlil!I►[+7f0T11 r,E A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CHANGING THE NAME OF BALBOA BAY CLUB TO BALBOA BAY WAY WHEREAS, the Balboa Bay Club and Balboa Bay Resort requested consideration of a street name change to improve wayfinding and identification of the entry to their property; and WHEREAS, pursuant to Government Code Sections 34091.1 and 34092, local governments may change the name of streets within their jurisdictions, provided a legislative body approves the change in the form of a resolution, promptly forwarded to the County Board of Supervisors by the City Clerk; and WHEREAS, there are no buildings currently addressed off of Balboa Bay Club that would be affected by the change of street name; and WHEREAS, on August 12, 2014, the City Council of the City of Newport Beach held a duly- noticed public hearing of the proposed street name change and considered evidence provided by City staff and other interested parties; and WHEREAS, the City Council finds the proposed change is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: SECTION 1: That the name of 'Balboa Bay Club" be changed to 'Balboa Bay Way". SECTION 2: The City Clerk will promptly forward a copy of the final resolution to the Board of Supervisors of the County of Orange, as required by Government Code Section 34092. SECTION 2: This Resolution passed and approved at a regular meeting of the City Council of the City of Newport Beach held on the 12th day of August, 2014.
