The Plan includes an analysis of the existing conditions in Corona del Mar, current and future parking demand, and potential parking strategies. The Plan focuses on the commercial core of Corona del Mar along East Coast Highway between Zahma Drive and Hazel Drive and the adjacent blocks to the east and west. Should the City Council approve the Plan, additional consideration and outreach is needed before implementation of the parking strategies. Adoption of the Corona del Mar Parking Management Plan is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Section 15262 (Feasibility and Planning Studies) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because the Plan only identifies possible future actions and has no legally binding effect. Therefore, adoption of the Plan itself has no potential to have a significant effect on the environment. Implementation of future actions identified in the Plan may require environmental review prior to adoption if those possible future actions are defined as a project pursuant to CEQA and could result in a direct or reasonably foreseeable indirect physical change in the environment. All interested parties may appear and present testimony in regard to this application. If you challenge this project in court, you may be limited to raising only those issues you raised at the public hearing or in written correspondence delivered to the City, at, or prior to, the public hearing. Administrative procedures for appeals are provided in the Newport Beach Municipal Code Chapter 20.64. The application may be continued to a specific future meeting date, and if such an action occurs additional public notice of the continuance will not be provided.
