Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer PHONE: (949) 644 -3314 TITLE: 2014 -2015 Annual Sidewalk Curb & Gutter Replacement Project — Award of Contract No. 5884 (CAP15 -0012) ABSTRACT: Staff has received seven construction bids for the 2014 -2015 Annual Sidewalk, Curb & Gutter Replacement project and is requesting City Council's approval to award the contract to Grigolla & Sons Construction Company, Inc. RECOMMENDATION: a) Approve the project drawings and specifications; b) Award Contract No. 5884 to Grigolla & Sons Construction Company, Inc. for the total bid price of $647,300.00, and authorize the Mayor and the City Clerk to execute the contract; c) Establish an amount of $65,000.00 (10 %) to cover the cost of unforeseen work not included in the original contract; and d) Approve Budget Amendment No. 15BA -015 appropriating $218,300.00 from unappropriated Gas Tax balance to Account No. 7181- C2001009 (Sidewalk, Curb and Gutter Replacement). FUNDING REQUIREMENTS: The FY 2014 -15 Capital Improvement Program budget included $500,000 in funding for the annual concrete replacement program, this year slated primarily for the Corona del Mar area. Upon completion of the actual field review surveys this summer, Public Works staff recommended that the quantities of concrete sidewalks, curbs and gutters requiring replacement be increased above the original estimates to include additional curb and gutter needs in the Shorecliffs and Irvine Terrace communities. To address this additional concrete work, staff recommends approval of a Budget Amendment appropriating $218,300.00 from the Gas Tax Fund to Account No. 7181- C2001009 (Sidewalk, Curb and Gutter Replacement). Next year's annual project will have less concrete replacements, as this is the last year in the seven year cycle for the program. 7 -1 Upon approval of the proposed Budget Amendment, there will be sufficient funding in the following accounts for the award of this contract: Account Description General Fund Gas Tax Proposed uses are as follows: Vendor Grigolla & Sons Construction Co., Inc. The low bidder, Grigolla & Sons Construction Company, Inc., possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. The work necessary to complete this contract includes replacement of existing sidewalk, curb & gutter, curb access ramps, driveways, pruning tree roots and installing tree root barriers within the Shorecliffs, Corona del Mar (south of East Coast Highway) and Irvine Terrace communities. Pursuant to the contract specifications, the Contractor will have 85 consecutive working days to complete the work. 7 -2 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
