Budget Amendment to Accept a Check from the Newport Beach Public Library
Foundation and Appropriate Funds to the Library's Fiscal Year 2014/2015
Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport Beach Public Library
Foundation to enhance the Library collections and programs.
RECOMMENDATION:
Approve Budget Amendment No 15BA -012 to increase revenue estimates by $224,000 in Account 4090-
5893 (Library Foundation) and to increase expenditure estimates by the same amount in Division 4090
(Library Foundation) and Division 4060 (Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $224,000 in additional revenue from a donation made
by the Newport Beach Public Library Foundation in increased expenditure appropriations. The revenue will
be posted to the Library Foundation Donations account in the Library Department, 4090 -5893, and the
purchase will be expensed to the Library Accounts indicated below:

DISCUSSION:
A donation from the Newport Beach Public Library Foundation in the amount of $224,000, intending to fund
library materials, programs and special equipment on the Library's Wish List for FY 2014/2015, was
approved by the Board of Library Trustees on May 20, 2014. A facsimile of the original check is being
presented to City Council. The Newport Beach Public Library Foundation funds valuable library
resources, programs and cutting -edge Library enhancements that help library customers explore new
ideas, improve their lives, and enjoy the opportunities our community has to offer. This gift will augment the
Library's electronic collections for use at all locations. The funds will enhance the atmosphere of the
Branch Libraries by providing public scanners and digital signage. Funds will be used to update the
Popular Library area at the Central Library to give it a fresh look and feel that will fit in with the rest of the
building. The funding will also be used to support programming for adults, children and the Library Literacy
program.
ENVIRONMENTAL REVIEW:
This action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060
(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
