HomeMy WebLinkAbout23 - Request to Convert Part-Time Electrician I to Full-Time Electrician IIJanuary 11, 1999 CITY COUNCIL AGENDA ITEM NO. 23 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: REQUEST TO CONVERT PART -TIME ELECTRICIAN I TO FULL -TIME ELECTRICIAN II RECOMMENDATION: Approve the reallocation of funding within the Public Works Department Utilities Division budget to convert the part-time Electrician 1 (9022) position to a full -time Electrician II (5160) position. DISCUSSION: In July 1994 as part of a Citywide budget reduction, the then Utilities Department reduced its full -time Electrical Division from 5 to 4 employees. The crew's responsibilities and duties did not decrease, but they had to prioritize their service calls and delay projects. During FY 1995 -96, the Electrical Section was again reduced by 1 employee, leaving 1 Electrical Supervisor, a Crew Chief, and 1 Electrician 11. To assist the remaining crew, a part-time, non - benefited Electrician I was used. This part-time Electrician I allowed the Electrical Section to continue to operate and maintain the street light system, but some of the facility maintenance shifted to outside electricians. The number of full -time employees in the Electrical Section has decreased by 40% since 1994. Last year and currently the addition of a part-time temporary Electrician I has been required. The duties and responsibilities of this Section consist of street light maintenance and replacement, electrical maintenance of various facilities, 15 -year series street light conversion program, electrical service for water and wastewater pump stations and electrical plan review and field inspections. The Electrical Section provides some electrical maintenance and repair on an as needed basis to the following City facilities: 6 fire stations, 4 libraries, 2 piers, 45 community /athletic facilities, City Hall, General Services Yard, Utilities Yard, 7 electric gates, 23 wastewater pump stations (with an average of 2 electrical motors in each), 5 water pump stations (with 2 electrical motors in each), 4 emergency generators, beach flood lights, bridge navigation lights and over 6,000 street lights. In recent years, the part- time electrician has been required to work full -time hours to keep up with the on -going maintenance and repair demands. F:\ Users\ PBW \Shared\COUNCIL \FY98- 99\Jan -11 \Electrician I to Il.doc SUBJECT: CONVERION OF A PART -TIME ELECTRICIAN I TO A FULL -TIME ELECTRICIAN II January 11, 1999 Page 2 When the Groundwater Supply System was put on line in October, the Utilities Division added 3 new potable water pumping facilities (an additional 9 electrical pump motors and 3 electrical panels) which must operate on a continuous basis to supply groundwater to the City. During FY 1998 -99, 2 reclaimed water pump stations (an additional 5 pump motors and 2 electrical panels) will be operable. Over the next 2 years, several wastewater station electrical panels will be upgraded. In addition, the Electrical Section will be maintaining the electrical systems at 3 new park and recreation facilities. The conversion of the full -time temporary Electrician I position to a permanent Electrician II position is being requested to provide a journey level electrician to perform the current and future level of work. The work is highly technical and in many instances requires an individual to work with little or no supervision. The salaries for the personnel in the Electrical Section are currently all funded from the General Fund. The request for the part-time position to be converted to a full -time Electrician II is primarily due to the work performed by the Electrical Section for the Water and Wastewater Section. It is proposed that a portion of the salary for the Electrician I I be funded through the 2 enterprise funds. Each of the respective funds would fund 25% or $14,445 of the annual salary and benefits for this position. The remainder of the salary and benefits ($28,890) would be funded by the General Fund in the Electrical Section budget (5300). There would be a net decrease to the General Fund in the amount of $13,167. The recommended transfer to the General Fund will be done annually. It is recommended that the part-time Electrician I position be converted to a full -time Electrician II position effective March 1, 1999.
