Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCIES ON THE PLANNING COMMISSION BACKGROUND On January 11, 1999 the Council confirmed the nominations of Barry Eaton, Mark Hoglund, Larry Tucker and Hal Woods to the Planning Commission. RECOMMENDATION Appoint two of the four nominees to fill the two vacancies on the Planning Commission, which were created as a result of the election of Tod Ridgeway and Gary Adams to the City Council. The successful applicants will be appointed to fill the unexpired terms, which expire on June 30, 2000 (Ridgeway's seat) and June 30, 2002 (Adam's seat). As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. Each Council Member casts one or more votes with not more than one vote per nominee. B. Eliminate any nominee who receives zero or one vote. C. Each Council Member casts one vote for any remaining nominee. If any nominee receives four votes, he /she is appointed. If no one receives four votes, eliminate any nominee who receives zero or one vote and repeat step 3. D. Voting shall be by roll call vote. �bll n). LaVonne M. PHILOSOPHIC VIEWPOINT: I have been interested in the betterment of my neighborhood and the City as a whole for the 26 years I have lived here - but especially since I retired 3 years ago. I believe that the Planning Commission could use a member with independent technical knowledge of planning issues and procedures - particularly if it loses Commissioner Adams to the City Council. I also believe that as wide a range of City geographic areas as possible should be represented on the Commission. I believe I have achieved credibility on the Environmental Quality Advisory Committee (EQAC); and would like to remain on EQAC as the Planning Commission's liason to it. I believe I would bring a balanced viewpoint to the Commission, as evidenced on one hand by my public opposition to last year's proposed amendments to the Traffic Phasing Ordinance (TPO) (which went too far, in my opinion); and, on the other hand, by my public support of the Four Seasons Hotel expansion and Dunes Resort Hotel, both of which were well - designed, spread their traffic impacts throughout the day, and represented major enhancements to the City's budget, due to their large Transient Occupancy Tax (TOT) generation. (I have also publically supported the annexation of Newport Coast.) I know the development process well, am familiar with the vernacular and understand the necessary tradeoffs and compromises to develop a viable project that is acceptable to the public. • 3 years of public service, working at the federal, state and local levels of government. I understand the government process and how to balance public and private interests. • Currently in charge of the contract to develop, operate and maintain the toll collection and customer service operations for the San Joaquin, Foothill and Eastern toll roads. The weather is fabulous, the air is clean, the recreational opportunities are many and the business environment is vibrant. I would like to serve on the planning commission of the City of Newport Beach in order to do my part to assure that Newport continues to be a wonderful living environment for its residence, while at the same time providing business opportunities. I believe that I have the qualifications to immediately step into the job of planning commissioner and be thoroughly familiar with the scope of the duties of a planning commissioner as well as a specific knowledge of the entitlement process. On behalf of my company, Grant Tucker Properties I have processed a complicated redevelopment project for a Lucky Sav -On anchored shopping center in the La Costa neighborhood of Carlsbad, CA. I am presently involved in processing the redevelopment of the Voris Center at the corner of Pacific Coast Highway and Boat Canyon Drive in Laguna Beach, CA. I have also recently processed a driving range through the City of Corona. I am the owner of an interest in and responsible in part for entitlement matters for the Baker Ranch, a 380 acre (4.5 million square foot project) contiguous with the future El Toro airport in Lake Forest, CA. I am also just beginning the entitlement process for an Albertson's anchored center in Alpine, CA, in the unincorporated territory of San Diego County, CA. I am also overseeing the preparation of an environmental impact report on another shopping center which Grant Tucker Properties is developing in the north part of Carlsbad, CA. I routinely review CEQA documents, traffic studies, biology reports, wetlands delineations, soils reports and other technical data and reports prepared for projects in which I am involved. I have a working knowledge of civil engineering matters, as well as architectural and planning matters. My law background assists me greatly in understanding the evermore complex issues which arise in the processing of development projects. I have also served for several years on the Board of Directors of the Canyon Crest Homeowners Association in Big Canyon. Accordingly, I am more than passingly familiar with the issues which arise in dealing with the inevitable conflicts between neighbors when development issues are addressed by our Board. In my application I have used Roland Osgood as a one reference. Roland is a fellow member of my homeowner's association board and has seen me deal with homeowner's issues over a period of time. The other reference is Terry Hackett who was my law partner in the late 1970's and with whom I still have business dealings. Terry likewise can speak to my approach to issue solving since he has seen me in action for nearly 25 years. This might be as simple as setting up a soccer field or as involved as being the mayor or a councilmember. My extensive land planning and architectural background will give depth and professional_'. knowledge to our planning commission. I also have a thorough understanding of zoning and general plan law. My professional background as an architect and homebuilder has been invaluable in allowing me to participate over the last 20 years in many public works jobs and master planned communities as well as small infill types of projects. As a master plan architect I have been an integral part of three planned communities from their inception, Rancho Santa Margarita, Aviara in Carlsbad and Eastlake in Chula Vista, CA. The stewardship of a planning commissioner is very important to me, one that will not be taken lightly. My dedication, responsibility, and integrity-' if appointed to this position will serve the citizens of Newport Beach with the fairness and professionalism they deserve.
