SUBJECT: ACCEPTANCE OF AMERICAN LEGION DONATION FOR ARCHES
BRIDGE FLAG PROGRAM, APPROVAL OF BUDGET AMENDMENT
RECOMMENDED ACTION:
(a) Accept a donation of $5,520 from the American Legion (Post 291) for the
purchase of flagpoles and American flags for the Arches Bridge.
(b) Approve Budget Amendment #055 to allow the City to purchase flags and
flagpoles with the donation.
BACKGROUND:
As a part of the $15 million improvement to the interchange of Pacific Coast
Highway and Newport Boulevard (the "Arches Bridge "), City Council Member Norma
Glover has proposed that the City place United States flags on the railing of the bridge
during national holidays, including:
Flag Display Dates
Presidents Day (3rd Monday in Feb) Independence Day (July 4'h)
Memorial Day (Last Monday in May) Labor Day (1s ' Monday In Sent)
Flag Day (June 14'h) Veterans Day (November 11 )
The 14' flagpoles would be installed by City staff on each above -noted holiday
and removed the same day. We would insert the poles into 2' "sleeves" which have
already been built -in to the bridge railing.
Glover has asked the American Legion (Post 291) "sponsor" this flag program by
donating the cost of purchasing twelve 14' aluminum anodized flagpoles and twelve 3'
by 5' American flags. The Post has agreed to do so and has contributed $5,520.00 to
the City to cover these purchases.
Staff to the Public Works Department has reviewed available vendors and is
prepared to purchase the flagpoles upon approval of this agenda item.

EXPLANATION:
This budget amendment is requested to provide for the following:
To appropriate an American Legion donation to purchase Flags and Flagpoles for the Arches Bridge.
There have been prior budget amendments to the Arches Interchange project totaling $4,896,769.
However this budget amendment has no effect on fund balance.
