The Council reviewed the prototype, and comments on it from the City Arts Commission, on January 25, 1999. At that meeting, Council authorized a second prototype sign with larger, white letters on a blue field and without the "City of Newport Beach" panel. The second sign has been in place since the first week of March. Reports and minutes from the two Council meetings on this subject, and the sign program prepared by the City's consultant, are attached. Discussion After viewing the second prototype sign in the field, staff was concerned about its visibility, and requested additional review by the sign designer. The designer believes the colors are appropriate and the sign design is effective, but that the prototype sign is too small. The size of the pole signs was originally selected so that the signs would fit into some of the very small public spaces where directional signs are needed, such as the entry to Cannery Village. Having seen this sign size in the field, both the designer and staff are recommending that the standard pole sign be doubled in size, and that smaller signs be used only where necessary because of limited space. With the increase in size of pole signs, staff continues to support the proposed signage program for the Balboa Peninsula. It has been reviewed and accepted by residents and businesses in the • area, will provide an identity for the Peninsula, will coordinate with the gateway park design, and will eliminate the sign "clutter" caused by a variety of different public directional signs on the Peninsula. Monument & Directional Signage Proposal Page 2 0 City of Newport Beach City Council Minutes January 25, 1999 • The appointment of the two vacant seats on the Planning Commission with "`terms expiring June 30, 2000 and June 30, 2002 was continued to February 8, 25. REVISED COUNCIL POLICY K -2 AND DRAFT LETTER TO OWNER$ OF HISTORIC PROPERTY IN BALBOA VILLAGE. Council Member Ridgeway inquired about the intent of the policy. Assistant City Manager Wood responded by stating that part of the intent of the policy is to provide relief to people who have historic sites or buildings, through the State Historic Building Code. She also stated that the purpose is to highlight the buildings that are important to the community's history and to help preserve them. Council Member Ridgeway requested that a site be added to the list. He explained the location of the site as.being two blocks south of the Newport Pier, on Ocean Front. He said the house on that site was built in 1890, making it the oldest house on the Peninsula. Assistant City Manager Wood confirmed for Council Member Glover that the policy does not restrict a property owner from demolishing or altering any of the properties on the list. Motion by Council Member Glover to approve Council Policy K -2 as amended; approve draft letter and direct staff to send ' the letter to all . property owners listed in the staff report, except for the City of Newport Beach, but with the addition of the property on Ocean Front as' discussed by Council Member Ridgeway; and initiate the designation process for. all City owned properties listed in the staff report. Without objection, the motion carried by acclamation. 26. PUBLIC SIGNAGE PROGRAM FOR BALBOA PENINSULA. Assistant City Manager Wood displayed the panels of the prototype sign, and verbally described the poles. Council Member Noyes confirmed with Assistant City Manager Wood that she received the request to increase the size of the lettering. Assistant City Manager Wood further suggested that the colors be reversed, with white or off -white lettering on a blue field. Council Member Ridgeway stated that his constituents support the sign, but that they would prefer to see a monument sign in the location where the directional prototype was placed. He agreed with the suggestions from Council Member Noyes and Assistant City Manager Wood, and added that the Arts Commission reviewed the sign and stated their support. Mayor O'Neil also thanked the Arts Commission for providing their input. Council Member Adams expressed his disapproval of the prototype sign. He displayed some photos taken of the sign, showing how it just blends in with the area and can't be seen from the roadway. He said that Newport Beach is not a planned community and he likes it that way. Council Member Adams clarified that he is not suggesting that there be identical signs throughout the City, but he'd like the signs to look like they come from the same city. Tom Hyans, President of the Central Newport Beach Community Association, said that the Peninsula sign issue has been going on for over a year. He was pleased with the input given by the Arts Commission and agrees with Council Member Adams that the sign can't be seen. Mr. Hyans disagrees with the suggestion that the colors be reversed, and feels that the background should remain white. He stated that the "City of Newport Beach" wording should be removed and the other letters should be made bolder. Council Member Glover stated her support of the prototype sign's colors. Motion by Council Member RidQeway to approve the signage program for Balboa Peninsula with the following changes from the prototype: delete the "City of Newport Beach" wording, increase the size of the upper sign (Balboa Village), change the font to something more readable, change the colors to blue with white lettering and look at making the sign reflective; and direct staff to install signs using Community Development Block Grant Funds. Council Member Noyes disagrees that so many changes are being made, but that staff is being directed to continue with the installation. Substitute motion by Council Member Noyes to approve the construction of a second prototype sign for City Council review with the following changes from the first prototype: delete the "City of Newport Beach" wording, increase the size of the upper sign (Balboa Village), change the font to something more readable, change the colors to blue with white lettering and look at making the sign reflective. The substitute motion carried by the following roll call vote: Ayes: Glover, Noyes, Mayor O'Neil Noes: Ridgeway, Adams Absent: Debay, Thomson Abstain: None Assistant City Manager Wood explained that the "City of Newport Beach" wording was placed on the sign, at the request of the Peninsula residents. City Attorney Burnham suggested that this be brought up at a future Council meeting under Matters to be Placed on a Future Agenda. Council Member Ridgeway asked about a petition he received that was addressed to Public Works Director Webb. He asked what he should do with it, and similar requests received in his regular Council delivery. Mayor O'Neil suggested that Council Member Ridgeway forward such information to the City Clerk. The report for that meeting is attached for reference. The Council directed staff to install one prototype pole sign, and continued the matter to January 25, 1999. Councilmembers also discussed the proposed sign design, and whether City signs should be consistent throughout Newport Beach or unique to the different villages. The City Council received a letter from the City Arts Commission requesting an opportunity to review the sign program at the Council meeting of January 11. The Council did not refer the sign program to the Commission, but indicated that the Commission could provide input if they chose to do so. General Services staff has fabricated and installed the prototype sign. The prototype is one of the pole signs intended for providing directions and for use in tighter spaces. For display purposes, it was installed in the landscaped area at the corner of Balboa Boulevard and Palm Street, where the sign program calls for a monument sign to identify Balboa Village. Discussion The City Arts Commission did discuss the public signage program for the Peninsula at their meeting of January 14. The Commission members had positive comments on the sign design, and recognized the compatibility with the walls designed for the gateway parks at the entrance to the Peninsula. Additionally, the Commission suggested that this design be used throughout Newport Beach to provide sign consistency. A letter from the Chair is attached. (to After viewing the prototype sign in the field. staff would recommend some modifications if the City Council approves use of this signage program. The pole sign would be easier to read with white or tan letters and -graphics on a blue field. (The prototype is the reverse.) Readability would also be improved with slightly larger panels for the test. Finally. the panels should be higher to prevent vandalism. without moving them out of the range of visibility for drivers. This was also a comment made at the City Arts Commission meetin -g. Staff believes the proposed signage program will be effective for the Balboa Peninsula. It has been reviewed and accepted by residents and businesses in the area. and should be implemented. Because this signage program was designed with the Peninsula in mind. it was based on the speed of traffic, number of pedestrians, density of attractions, and amount of public space in which to install signs that are unique to the Peninsula. Staff is not confident that the same pro -gram would be effective in areas such as Mariner's Mile or Corona del Nlar, where traffic speeds and other conditions are different. SHARON Z. Council Member Adams stated his support for public signs throughout the City, but expressed his concern that the signs proposed for the Peninsula are introducing yet another different type of sign. He noted the staff report which mentions three sign programs on the Peninsula, as well as the different signs used throughout the City. He stated that the various signs have different letter types, different colors and lack consistency in appearance. Council Member Adams stated that he feels there is a need for City -wide directional signs. He thinks the City should be looking at City -wide signage treatment and not just a new program with a unique sign type for the Peninsula. In addition, he also stated he does not care for the design of the new signs being proposed for the Peninsula. Council Member Adams suggested that, if the City Council wants to approve the signs being proposed for the Peninsula, that a prototype of the sign first be constructed. He feels this will give the City Council an opportunity to see the sign before full implementation and will also allow the fabricator of the sign to identify any problems in design. Council Member Adams, however, would prefer that the signs City -wide first be studied. Council Member Ridgeway stated that his District is dearly in need of signs, adding that it is especially critical for the commercial and tourist areas to be adequately signed. Council Member Ridgeway went on to describe the signs, as presented in the staff report. U Direct Staff to Install Signs Using Community Development Block Grant Funds One of the priorities for Balboa Peninsula revitalization established by the City Council in April 1997 was the design of entry statements and signs. At the same time, the City was working with donors and a landscape architect on design of the Gateway Parks located on either side of Balboa Boulevard at Via Lido. The parks' design included walls that can function well as entry statements, and a graphic artist was retained to design signs for the park walls and the rest of Balboa Peninsula. The City Council approved the schematic designs for the parks, which include the entry statements, in September 1997. The signs proposed for the rest of the Peninsula follow the same design as the entry statements.. They were reviewed at a public meeting in December 1997, at which the concept of providing a coordinated sign program for the Peninsula was supported. Three alternative designs were reviewed, and although there was some difference of opinion, the majority of participants favored the design used for the Gateway Park entry statement. There were some suggestions to change the letter style for greater readability, which have been incorporated into the proposed design shown on the attached drawings. In addition to the Gateway Parks, the proposed sign program includes an entry statement monument sign at Coast Highway and Balboa Boulevard, monument signs at the entries to McFadden Square and Balboa Village and in Cannery Village, and pole signs to provide direction to the piers, parking facilities, ferry, etc. The entry statements are proposed to include the City Seal, while the remaining monument and pole signs are proposed to have a different ilogo for each of the villages, as shown on the attached graphics. The proposed signage program is intended to provide a coordinated identity for the Balboa Peninsula with a sign design unique to it, and to provide identity to each of the villages with a logo relating to the history of each village. Equally important is the goal to eliminate or reduce the number and variety of public signs. This coordinated approach should make it easier for visitors to find their way to facilities and attractions without searching in primarily residential neighborhoods. In addition, it should improve the aesthetics of the area and set the stage for the City to require businesses to improve their signage when new regulations are developed. Staff has delayed requesting City Council approval of the sign program and authority to begin installation of the signs, as we have been concerned that there could be a need for some redesign of the Gateway Parks, which could affect the sign design, due to cost considerations. Since Councilmember Ridgeway has requested that signs be provided for Balboa Village, staff wished to present the coordinated proposal for the City Council's consideration. Citv Council Policy Policy L -14 (copy attached) provides a design for village signs that is consistent Citywide. Staff is requesting that the City Council approve the unique sign program proposed for the Peninsula. Policy L -14 also provides that the cost of signs for a specific area be shared between the City and the community or business association in that area. In the case of the Balboa Peninsula, the City is able to use Community Development Block Grant (CDBG) funds for public facilities such as the proposed signs, and the 1998 -99 City Capital Improvement Program includes CDBG funds for Peninsula improvements including beautification. Staff is suggesting that these funds be used for installation of Peninsula signs as part of the City's efforts to revitalize the area. The monument signs can be manufactured in the General Services Department for an estimated cost of $3,000 each, or $12,000 for the four monument signs not included in the Gateway Parks. Staff is not able to manufacture the pole signs, and estimates the cost for an outside vendor to make and install them to be $1,200 to $1,500 per sign. Schedule General Services staff has a current backlog of approximately 35 days to complete regulatory signs requested by the Police Department, and estimates that it will take a minimum of 90 days to manufacture and install the monument signs. The estimate for a private contractor to manufacture and install the pole signs is 90 to 120 days. Should the City Council wish to provide some village identification signs in time for the holiday season, the General Services Department could manufacture a small number of standard metal signs within about two weeks. The cost of these signs is approximately $35 to $40 each. SHARON Z.
