HomeMy WebLinkAbout15 - JWA Settlement Agreement & Noise LimitsMarch 22, 1999 Agenda Item No. 15 • CITY OF NEWPORT BEACH OFFICE OF THE CITY COUNCIL March 22, 1999 TO: Mayor & Members of the City Council FROM: Council Member Glover, Aviation Committee Chair Council Member Gary Adams, Aviation Committee Vice -Chair RE: Recommendations of Aviation Committee Proposed Amendments to the JWA Settlement Agreement Modifications to Departure Noise Limits Replacement of Noise Monitoring System BACKGROUND In 1979, the County of Orange installed monitors to measure the departure and arrival noise generated by commercial jet aircraft and, more recently, certain general aviation • aircraft. Data from these monitors was utilized in establishing the noise thresholds in the John Wayne Airport Settlement Agreement (Settlement Agreement). The Settlement Agreement established three aircraft classifications based on the amount of noise generated by commercial jets on departure. The noise thresholds have been modified from time to time to reflect the relocation of monitors and FAA mandated changes in noise abatement departure procedures. The modifications to the noise threshold have been designed to avoid any enhancement in the operational capacity of JWA. DISCUSSION The Aviation Committee has received two presentations from the County regarding the installation of a new noise monitoring system to replace the existing equipment (now more than twenty years old). In 1998, the County advised the Aviation Committee of the purchase of the new, state of the art, noise monitors and the advantages of this equipment. The new monitoring system will enable the County to record and analyze aircraft noise data more quickly through an interface with new computer equipment. The new monitors can record up to thirty (30) days of noise data in the event of a power or computer failure. As promised, in 1998, the County installed the new monitors next to the existing equipment and, for the last year, has taken noise data from both microphones. The noise • data includes thousands of measurements of each aircraft type at each departure monitoring station. Mestre Greve & Associates, a Newport Beach firm recognized as experts in aviation noise analysis, conducted the test and evaluated the data collected. • They have recommended increases in the noise limits for some or all of the three aircraft classes at each of the seven departure monitoring stations (See Exhibits A & B). The Aviation Committee and staff are confident that these increases will not increase the operational capacity of JWA or any of the aircraft in the fleet.
