Proposed Amendments to the JWA Settlement Agreement
Interim Cargo Operations
BACKGROUND
In 1995, the City Council, AWG and SPON approved interim stipulations authorizing
limited air cargo operations at JWA for a two -year period. The cargo operations were
limited to two (2) flights a day, five days a week, with specified aircraft arriving and
departing within a defined timeframe. The initial stipulations were extended for an
additional two years in 1997. The current stipulations expire on March 31'. The County,
UPS and Fed Ex are requesting another two -year extension of the existing stipulation
with no change in aircraft or operating conditions.
DISCUSSION
The Aviation Committee discussed the request and is recommending a one -year
extension. The two cargo carriers, UPS and FedEx, have fully complied with the
conditions in the stipulations and are providing a valuable service to Orange County
business and residents. However, a one -year extension is appropriate since both carriers
are currently involved in expanding operations at other airports in the region and the
County is contemplating interim cargo operations at El Toro. All parties should be in a
better position to determine their respective interests and concerns well before the end of
the current calendar year. The Aviation Committee believes the City and AWG should
establish a dialogue with the cargo carriers regarding issues of mutual concern and ways
we can help them achieve their goals and objectives.
RECOMMENDATION
The Aviation Committee is recommending the City Council authorize the Mayor to
execute stipulations extending, for one year, interim cargo operations at JWA subject to
current terms, conditions and restrictions. The Aviation Committee is also recommending
the City Council authorize the Mayor to advise UPS and FedEx of the City's desire to
engage in discussions regarding our respective interests and concerns.
