BACKGROUND The City has received an application for a Special Event Permit for activities involving the Endeavour North American Voyage, its arrival in the Newport Harbor and docking at the Newport Harbor Nautical Museum on April 16, 1999, and events during April 16 -25. The event coordinators have proposed that during the arrival on Friday, April 16, the ceremonies include an exhibition cannon and gunfire. The Acting City Manager has reviewed the portion of the Special Event request that includes cannon and gunfire and has directed that it be forwarded to the City Council for approval. The Endeavour is scheduled to enter the Newport Harbor Jetty and follow an informal boat parade until it is docked at the Nautical Museum. The proposed cannon and musket fire for the arrival ceremonies on Friday, April 16, is as follows: Friday - April 16 9:30am Site 1 – Twenty rounds fired in the vicinity of the Newport Harbor Jetty opening adjacent to the Corona del Mar State Beach. Four cannons (three, 10 gauge; and one, 6 pound) placed on the East Jetty Wall walkway will meet the Endeavour. Each cannon will fire four single shots and the Endeavour will fire four single shots in response. The cannons will be aimed away from land. A sweep boat will be clearing the waterways for the Endeavour. Possible Negative Impacts – Noise could affect the residents on the end of the peninsula and parts of Corona del Mar. 10:30am Site 2 – One round fired from the Endeavour in the vicinity of the federal anchorage on the east end of Lido Isle. The Endeavor will fire one cannon shot when met by the Argus Seascout, then will proceed to the Newport Harbor Nautical Museum. Possible Negative Impacts – Noise could affect residents of Lido Isle, Balboa Island, Harbor Island, and Bay Shores. Boat traffic could become congested and unmanageable in this area. 11:00am Site 3 – Four musket shots and five small cannon rounds to be shot at the dock of the Newport Harbor Nautical Museum. This portion of the ceremony will include the recognition of the colors. The small cannon is the same model that commonly starts harbor area yacht races. The ceremony is scheduled to conclude by 12:30pm. Possible Negative Impacts – Noise could affect residents of Linda Isle, Bay Shores, and activities could adversely impact traffic on Pacific Coast Highway. Boat traffic in and around the Nautical Museum may become congested and unmanageable especially under the bridge. Special Event Permit — Endeavour North American Voyage Page 2 Newport Beach is one of 15 port stops for Endeavour's North American Voyage on the West Coast tour. The Nautical Museum and the related nautical contingents in Newport Beach are honored to be a part of this prestigious international event. The proposed arrival ceremonies stem from a historic traditional custom of greeting a vessel such as the Endeavour. The Fire Marshall and the Marine Deputy Chief have requested that permit approval be withheld until the Acting City Manager or the City Council has made a determination on the use of the cannons. Both cited the possible impact on harbor area residents. The Fire Marshall is confident that the experienced ship crew and associated cannoneers will be able to comply with the proper safety guidelines. In addition, Marine Division staff can coordinate the presence of the cannons on the Corona del Mar State Beach jetty walkway. This event differs from the February 7, 1999, fireworks display in the Back Bay in several respects. If permitted, this display of cannon and musket fire would occur on a weekday between the hours of 9am and fpm. This exhibition and the presence of the Endeavour will be heavily publicized.
