Recommendation
Approve the donation of an electronic engine analyzer to the Newport-Mesa
Unified School District.
Background
The City operates a fleet of over 425 items of rolling stock. Many of the items of
equipment must undergo smog testing which is conducted by City staff utilizing
Iselectronic equipment.
In 1998, the State required the use of a new type of smog tester, which includes a
dynamometer. The City recently purchased this type of analyzer. The unit which
was replaced is obsolete and has limited value except as an educational training
aid.
Staff contacted the Newport-Mesa Unified School District ( NMUSD) for their
possible interest in obtaining the analyzer. Their staff examined the analyzer and
confirmed their interest with the attached letter.
Discussion
In past years, the City has either donated surplus items to various agencies or sold
items for the appraised value less disposal costs. In each incident, staff has
prepared the proposal for Council approval.
The obsolete smog- testing unit would normally be disposed of at auction. Our
current disposal agency quotes a value of the testing unit at less than $1,000. Its
. value to the industrial arts program of the NMUSD is considerably more.
In summary, staff recommends the donation of the electronic engine analyzer to
NMUSD.
