SS3 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: WEST COAST HIGHWAY WIDENING (TUSTIN AVENUE TO RIVERSIDE AVENUE) PLAN REVIEW INTRODUCTION During the City Council meeting of March 22, 1999, Councilmember Ridgeway requested a report from staff on the congestion in the Mariner's Mile area and information on possible improvement projects for this area. The following discussion covers the present as well as expected congestion levels and the type of improvements that have been identified, including estimates of right -of -way and construction costs. PROPOSEDIMPROVEMENTS The Circulation Element of the General Plan establishes the long range program for the configuration of the arterial streets in Newport Beach. For Mariners Mile, it calls for three through lanes in each direction and additional turn lanes on both Coast Highway and Riverside Avenue at their intersection. This cross section requires 112' of right -of- way compared with the original Coast Highway width of 100'. Near Riverside Avenue the street must be widened an additional 6 -8' for an added left turn lane. Portions of the additional right -of -way have been required through dedications associated with redevelopment of various parcels. Other new developments have been set back to accommodate the widening. It should also be noted that the proposed cross section includes the removal of parking on the inland side of Coast Highway while maintaining a parking lane on the bay side of the road. The City developed the Mariners Mile Parking Lot partly to offset any future loss of parking in this area. This parking lot is underutilized and can easily accommodate any displaced parking. Exhibit 1 shows the anticipated layout for the portion of Mariners Mile from west of Riverside Avenue to east of Tustin Avenue. Signalized intersections are typically the controlling factors on a roadway's capacity, so more effort has been focused on the area near the Riverside and Tustin intersections. Adding a 3rd eastbound through lane on Coast Highway for about 1100'. 2. Adding a 2nd eastbound left turn lane on Coast Highway at Riverside Avenue. 3. Adding a 2nd southbound right turn lane on Riverside Avenue at Coast Highway. The current estimated costs for the improvements shown on Exhibit 1 are $1,000,000 for right -of -way and building modifications and $1,200,000 for the roadway modifications. CONGESTION ISSUES Intersection Capacity Utilization (ICU) is the ratio of the traffic using an intersection to that intersection's overall capacity and typically is calculated for the busiest one hour during the morning and afternoon traffic peaks. ICU is an indicator of the level of congestion at a signalized intersection. The Circulation Element identifies an ICU of 0.90 as the maximum desirable level for Newport Beach intersections. This value represents the upper limit of what is also known as Level Of Service D(LOS D). The last traffic count at the Riverside Avenue intersection was taken in 1997. At that time both the AM and PM peak hour ICU values were 0.75. The Tustin Avenue intersection was counted in 1998 and the AM ICU was 0.65 and the PM ICU was 0.78. The City uses its transportation model to predict traffic patterns based upon the future land use and circulation system. The model looks 20 to 25 years in the future for long range planning purposes. The year 2020 ICU's have been modeled for the two intersections. If Coast Highway is widened to have three through lanes in each direction and a second eastbound left turn lane at Riverside Avenue, the AM ICU is 0.83 and the PM ICU is 1.11 at the Riverside intersection. If a second right turn lane from Riverside is also added, the AM ICU drops to 0.73 and the PM ICU is 0.86. With both improvements, the intersection would meet the goal of LOS D. If no improvements are made to the existing configuration, the AM ICU would be 1.00 and the PM ICU would be 1.30. The Tustin Avenue intersection is expected to have an AM ICU in year 2020 of 0.78 and a PM ICU of 0.72 if Coast Highway has a third eastbound lane added. Without this improvement, the AM ICU is 1.03 and the PM ICU is 1.01. The daily traffic volumes on Coast Highway between Dover Drive and Newport Boulevard range from around 50,000 near Dover Drive to approximately 57,000 near Newport Boulevard. The City's transportation model projects increases of 15,000 to 20,000 daily trips by the year 2020 on this segment of Coast Highway as a result of development in the City and surrounding region. • 40 SUBJECT: West Coast Highway Widening (Tustin Avenue to Riverside Avenue) Plan Review April 26, 1999 Page 3 • During the morning peak period eastbound traffic frequently backs up from Riverside Avenue to Balboa Coves and beyond. This could be mitigated by adding a third eastbound through lane, a second eastbound left turn lane and a second right turn lane from southbound Riverside Avenue. In the evening peak period, westbound traffic regularly backs up almost to Dover Drive. This congestion would be relieved by the addition of the second eastbound left turn on Coast Highway and the second right turn lane on Riverside Avenue. • E Both residential and commercial segments of the community have expressed concerns over the proposed widening in the past. Due to these concerns there has been little effort expended on this concept during the past ten years. There have been discussions about solving the congestion problems by simply restriping the existing pavement and eliminating parking. Attached is a 1994 memo from the City Engineer to the City Manager that discusses the practicality of that approach. Vandcrsloot suggested that the master plan 6 lane configuration for Coast Highway between Dover Drive and Ncwport Boulevard can be accomplished by prohibiting parking and restriping the roadway without any widening. He states "Caltrans engineers say there is currently room on Coast Highway to do this. including room for left turn lanes, if on street parking on the north side is removed." When Mr. Vandcrsloot brought this subject up a little over a year ago, the Caltrans engineers reviewed the parking prohibition and restriping to six lanes in connection with the design of the pavement reconstruction project currently under construction. Thcy also reviewed studies that the City had done in 1983 and 1988 and determined that it was not feasible to restripe to six lanes with their project. The curb to curb street width needed for a standard six lane roadway with two - way turn lane and bike lanes is 94 feet. When this is combined with nine foot sidewalks for pedestrians, the right of way .width required is 112 feet. The standard vehicular lane width is 12 feet and a bike lane bethvecn the curb and gutter and the traveled way is required to be 5 feet wide. Striping six lanes with parking prohibitions on the existing roadway section would require substandard, narrow lanes with little or no provisions for bicycles. In 1983 the City prepared an EIS for the widening of Coast Highway between MacArthur Boulevard and Bayside Drive. Since Federal funding was involved and the project was on a State Highway, the EIS required FHWA and Caltrans format and approvals. Thcy also required that the scope of the study area be expanded to cover Coast Highway between Baysidc Drive and Newport Boulevard. In this EIS a parking prohibition and restriping alternative was discussed which used six, ten foot wide travel lanes because no funding was available for widening. Because of concerns from the community the following statement was placed in the document: "The highway is to be monitored closely and implementation of any restriping and parking restriction program will be considered only after appropriate City of Newport Bcach /Caltrans concurrence with notice and an opportunity to be heard given to those affected." The restriping alternative was considered to be an interim improvement, if needed, before Coast Highway could be widened within 112 feet of right of way. This EIS is probably the document that Mr. Vandcrsloot refers to when stating that Caltrans engineers say there is room for six lanes. • A copies of the EIS pages and cross - sections for the six lane restriping alternative arc attached for your information. All of these alter- natives were considered and a preferred alternative was selected following the environmental /design review and public review process. Alternative A, comprised of Design Alternatives A -1, A -2, A -5, and A -8, is the preferred alternative. Alternative A proposes to substantially improve peak - period traffic flow and travel speeds, increase roadway capacity, and reduce accidents by widening the existing roadway facility to its ultimate planned width from MacArthur Boulevard to Bayside Drive, and by adding travel lanes within the existing right -of -way from Dover Drive to Newport Boulevard. This alternative would fully implement the City of Newport Beach and County of Orange Circulation Elements for the section from MacArthur Boulevard to Bay - side Drive. It would also provide for increased bike lane facilities from MacArthur Boulevard to Bayside Drive. The alternative would improve the abil- ity to provide fast and reliable bus service alonq the project route by reduc- ing congestion and increasing travel speeds. The Alternative A proposal between Dover Drive and Newport Boulevard would add roadway capacity within the existing right -of -way. The implementa- tion is to be staged as needed up to the restriping of the entire section of road with or without full or peak - period only parking restrictions. The City • anticipates extensive redevelopment of the properties on the northerly side of Pacific Coast Highway between Dover Drive and Newport Boulevard. All new development on the northerly side is being required to dedicate 12 feet of right -of -way. It is probable that the multiple parcels between Dover Drive and Rocky Point will be combined into two or three parcels and developed at one time. The ultimate roadway cross - section (112 -foot right -of -way width) would be constructed by this redevelopment. While this portion of the alternative does not provide the same level of improvements to traffic service as the portion to be widened between MacArthur Boulevard and Bayside Drive, it is considered an improvement over existing conditions and an interim measure until the road can be widened through adjacent redevelopment. This section of roadway will be monitored closely. Implementation of any restriping and park- ing restriction program will be considered only after appropriate City of New- port Beach /CalTrans concurrence. Alternative B proposed expansion of existing bus service along Pacific Coast Highway. Alternative C proposed that neither Alternative A nor B occur to meet the proposed needs of the project. Environmental Consequences. Table A provides a summary comparison of the environmental consequences of the three alternatives. As shown, a few significant adverse impacts which are not completely mitigated are associated with the alternatives under consideration. The only significant adverse impact associated with Alternative A is the potential disruption of mobile home residents and their community by displacement of 21 mobile homes (under . Design Alternative A -5). Implementation of restriping the roadway to six lanes within the existing 76 to 88 -foot curb -to -curb widths would provide -for curbside parking along the south side (ocean side) from Riverside Drive to Rocky Point. The existing curb -to -curb width within this area is 88 feet. All other areas would require the removal of on- street parking. Existing curb -to -curb widths in these areas range from 76 to 88 feet. Typical cross - sections are illustrated on Figure 7b. Overall, a total of 180 out of 208 on- street parking spaces would be removed. Ultimate widening improvements will be implemented with redevelopment along the northerly (inland) side as discussed on Page 18. Implementation of design alternative A -8 between Dover Drive and Newport Boulevard may be neces- sary at some time prior to redevelopment of the area and implementation of ultimate widening improvements. Design alternative A -8's implementation is to be staged with restriping as needed up to the restriping of the entire section with or without full or peak - period parking restrictions. • • The most probable first stage would be a restriping to six travel lanes with partial and /or full time parking restrictions for the most critical sec- tion of roadway (400 feet east of Tustin Avenue to State Route 55).
