Harkless, City Clerk DATE: May 24, 1999 SUBJECT: RATIFICATION OF MAYOR'S APPOINTMENTS TO AD -HOC APPOINTMENTS COMMITTEE RECOMMENDATION That the City Council ratify the appointment of Mayor Pro Tem Thomson (Chairman), and Council Members Glover and Ridgeway to serve on the ad -hoc appointments committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 1999. BACKGROUND On June 30, 1999, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees — Seats held by Patrick Bartolic and Julie Ryan (both eligible for and seeking reappointment) City Arts Commission — Seats held by William Valentine and Catherine Michaels, as well as seat vacated by Amy Vieth effective 9/15/98 and left unfilled by Council action taken on 10/12/98 (both eligible for reappointment, however Valentine not interested in being reappointed) Civil Service Board — Seat held by Paula Godfrey [Civil Service Board nominee] (not eligible for reappointment) Parks, Beaches & Recreation Commission — Seats held by Patricia Beek and Phillip Glasgow (Patricia Beek is eligible for and seeking reappointment; Phillip Glasgow is not eligible for reappointment) Planning Commission — Seats held by Anne Gifford and Richard Fuller (both eligible for and seeking reappointment) May 24, 1999 Page Two Consistent with Council Policy A -2, the above stated vacancies were advertised and applications accepted until 4:00 p.m. on Wednesday, May 12, 1999. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Monday, June 14, 1999, and the final appointments will be made on Monday, June 28, 1999. All new terms will be effective on July 1, 1999 with an expiration date of June 30, 2003. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
