Harkless, City Clerk DATE: June 14, 1999 SUBJECT: RESIGNATION OF ROYA FOULADI FROM THE ARTS COMMISSION RECOMMENDATION a. Accept the resignation of Roya Fouladi, Arts Commissioner, effective immediately (term expires June 30, 2001); b. Waive noticing and appointment requirements pertaining to unscheduled vacancies as • outlined in City Council Policy A -2; C. Increase the number of vacancies to be filled on June 28, 1999 by one member; and d. Direct the City Clerk to incorporate the appointment of this vacancy with the appointments to be made on June 28, 1999 to fill the scheduled vacancies (terms which expire on June 30, 2003). BACKGROUND Roya Fouladi, Arts Commissioner, submitted her resignation to the City Council and the Arts Commission on June 10, 1999 to be effective immediately. Ms. Fouladi was appointed to the Arts Commission on June 28, 1993 and reappointed to a second term on June 23, 1997, which was scheduled to expire on June 30, 2001. Due to this resignation, it is necessary for the Council to appoint a new member to the Arts Commission to complete the balance of Ms. Fouladi's unexpired term. Based on the timing of Ms. Fouladi's resignation, it is my recommendation that the procedures for filling the unscheduled vacancy be waived and that the City Clerk be directed to incorporate the appointment for this unscheduled vacancy with the appointments to fill the scheduled vacancies on June 28, 1999. is June 14, 1999 Page Two If the Council approves the ad hoc appointments committee's recommendation to reduce the number of members on the Arts Commission from nine members to seven members, there will be two vacancies to fill on June 28, 1999 (one term ending June 30, 2001 and one term ending June 30, 2003). If the recommendation is not approved and the number of members on the Arts Commission remains at nine, there will be four vacancies to fill (one term ending June 30, 2001 and three terms ending June 30, 2003). In the coming fall, my husband and I will be moving so that he can complete his architecture degree. Since the fiscal year is ending this month, I think it wise to tender my resignation at this time, so a new Arts Commissioner can be appointed in a timely fashion. The recent formation of the Newport Arts Foundation provides Newport Beach with a • great opportunity for growth.
