June 14, 1999 TO: Mayor and City Council FROM: General Services Director SUBJECT: Reforestation Funding Recommendation Approve the attached budget amendment for $13,000 to provide additional funding for emergency reforestation operations. Background Reforestation is defined by Council Policy G -1 (Retention and Removal of City Trees) as: "..the concept of systematically replacing mature trees which are creating hardscape and/or view problems and cannot be properly trimmed, pruned, nor modified to alleviate the problems they create, or those which are reaching their full life and are declining in . health..." Reforestation has been funded as a separate Capital Improvement Project for the past several years. Funding for FY 98 -99 was $50,000 and was subsequently exhausted by late April due to the above average number of tree failures. Since July 1, 1998, 181 City trees have been removed and 241 trees have been planted. The goal of the City continues to be to replace all City trees that are removed. Discussion Due to the advanced age of many City trees and storm and wind conditions, reforestation has become an essential City service. The average cost to remove a single tree and stump is $350. A replacement tree of the 24" box size costs $195 for planting, root barriers, and staking. The City normally plants 15 gallon trees as replacements, but due to the large size and age of the trees to be removed, a larger replacement tree would be more appropriate. The requested funds would be used to fund the removal and replacement of 14 Eucalyptus street trees on 4`h Avenue and 6 Eucalyptus trees on Marine Avenue that are diseased and . must be removed for public safety. The trees were tested with a computerized bore tester which identified large rotten internal areas that could fail at any time. Each of the trees is located in a densely populated area. Two of the same type trees fell during the El Nino storm season causing private property damage. The designated street trees for 4`h Avenue and Marine Avenue are Hong Kong Orchid and • Eucalyptus Rudis respectively. The reforestation funding requested would ensure the emergency removal and subsequent replacement of City trees by the City tree contractor. The funding request is not associated with any community reforestation projects. However, the associated homeowner's and business owner's associations have been notified. The tree removals meet the conditions for tree removal contained in City Council Policy G -1 (Dead, deceased, or dying tree). Very respectfully, s�tl� % David E.
