SUBJECT: BALBOA PENINSULA ALLEY IMPROVEMENT PROJECT:
ALLEYS 233,234 AND 228 D & E - COMPLETION AND ACCEPTANCE OF
CONTRACT NO. 3249
RECOMMENDATIONS:
1. Accept the work.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the bonds 35 days after the Notice of Completion has
been recorded in accordance with applicable portions of the Civil Code.
DISCUSSION:
On April 12, 1999, the City Council authorized the award of the Balboa Peninsula Alley
Improvement Project (Alleys 233, 234 and 228 D & E) to E.C. Construction Company of South
El Monte, California. The contract provided for the reconstructing of deteriorated alley asphalt
pavement with Portland Cement Concrete (PCC) pavement. (See attached location map). The
contract has now been completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:
Original bid amount: $59,189.42
Actual amount of bid items constructed: 56,303.35
Total amount of change orders: 0.00
Final contract cost: $56,303.35
The decrease in the amount of actual bid items constructed over the original bid amount
resulted from a reduction of actual quantities constructed as measured in the field. There were
no change orders to the contract. The final overall construction cost was 5.1% below the
original bid amount.
Funds for the project were budgeted in the General Fund — Alley Replacement Program Account
No. 7013- C5100277.
All work was completed by June 11, 1999, ahead of the June 14, 1999, scheduled completion
date.
