HomeMy WebLinkAbout10 - Funding for Pro-Airport Support OrganizationsAgenda Item 10 CITY OF NEWPORT BEACH CITY COUNCIL AIRPORT COMMITTEE DATE: July 12, 1999 TO: Members of the City Council FROM: Mayor Dennis O'Neil, Councihnembers Norma Glover and Gary Adams SUBJECT: Funding of Pro- Airport Support Organizations IIZY1', iyll1,D CZI The City Council has approved a six month grant contribution of $173,000 to the Orange County Airport Alliance ( "Alliance') to fund their pro- airport activities. A portion of the $173,000 pays for consultant services provided by Hill & Knowlton and a portion is to be directed by the Alliance to the Orange County Business Council to perform two studies relating to the effect of airports on jobs and real estate land values. The Alliance activities relate primarily to broadening the base of support among labor, business, and minority groups. The Alliance has requested the City to provide a further grant of $30,000 to pay for the Executive Director's salary for six months. • Citizens for Jobs & The Economy ( "CJ &E') is requesting a grant of $200,000 to fund their activities for the first of what they have planned to be five phases of an educational direct mail program. $75,000 of the $200,000 will be paid to retain two consultants specializing in governmental relations, lobbying in Sacramento and locally, and developing airport strategy planning. The consultant's retainer is for a period of six months. 0 The Airport Working Group ( "AWG') is requesting a grant of $150,000 to fund their activities for the first of what they have planned to be used as part of a five phase coordinated effort with CJ &E to do educational direct mailing. Of the $150,000, $75,000 will be used to develop mailing lists, themes and targeted constituencies. To date, CJ &E and AWG have each received grants of $50,000 to conduct survey studies and lobbying. RECOMMENDATION The City Council Airport Committee recommends a grant of $30,000 to the Alliance, $200,000 to CJ &E, and $150,000 to AWG. The City has contracts with each of these entities providing for strict monitoring by the City and limitations on how the grant moneys can be spent. It is understood that the Alliance, CJ &E and AWG are under an obligation to seek other sources of funding to augment the City's present and any future grants. By approving the CJ &E and AWG grants, the City Council is making a commitment to fund, along with others, the remainder of the direct mail phases estimated to cost $500,000. S: \152\99060014.AG2
