M*i 2. Direct staff to remove or revise the trial traffic controls. DISCUSSION: In January 1998 changes were made to the traffic patterns at the intersection of Jamboree Road and Bison Avenue to reduce the amount of traffic cutting through the residential area known as Eastbluff. There was controversy over the proposed changes so they were implemented on a trial basis. It is now time to evaluate the trial and make a decision on whether to keep, modify or remove the traffic controls. A map of the area is shown on Exhibit 1. Background The Eastbluff subdivision of 460 homes began construction in 1963 by The Irvine Company (TIC). Ray Watson, then the Manager of Planning for TIC and currently an Eastbluff resident, has indicated that the original subdivision planning did not include the Bison Avenue connection to Jamboree Road. After meetings with the City, Bison Avenue was added and constructed with the original tract improvements. In 1981 a signal was constructed at the Jamboree Road and Bison Avenue intersection as part of the widening of Bison Avenue east of Jamboree Road for the Belcourt development. Eastbluff residents have expressed concern, since at least the mid- 1970's, about traffic cutting through their neighborhood. West of Eastbluff Drive there are churches, schools, a shopping center and other attractions that draw traffic from east of Jamboree Road. There are also over 1100 dwelling units west of Eastbluff Drive whose residents may want to get to the area of Bison Avenue and MacArthur Boulevard as they go to the Post Office, the shopping center, the UC Irvine campus or the San Joaquin Hills Transportation Corridor. In response to these concerns, traffic counts were conducted SUBJECT: JAMBOREE ROAD AND BISON AVENUE INTERSECTION OPERATION July 26, 1999 Page 2 in 1975 and 1992. These counts are summarized on Exhibit 2 and sh' w a 26% increase in total traffic between 1975 and 1992. In 1993, with the pending annexation of Bonita Canyon and the Pacific Bay Homes development on the former Ford -Loral site, the Eastbluff Community Homeowners Association contacted the City once again expressing their concerns that' these two residential developments would add to the growing cut - through traffic in their neighborhood. Pacific Bay Homes' 1995 Development Agreement with the City includes a clause whereby they will fund studies and improvements to "the'solution of exiting traffic problems" in the Eastbluff community. In addition, during the public hearing on the Bonita Canyon annexation in October 1997, the representative from TIC agreed to contribute towards the improvements as well. The Eastbluff Homeowners Community Association studied various 'alternative solutions to minimize through traffic including privatizing the streets and (gating the community. While there was not majority support for gating, there was a consensus that some steps needed to be taken to deal with the increasing amount of cut- through traffic. The Trial Traffic Changes As a result of these efforts, a plan was devised that consisted of precluding through traffic on Bison from crossing Jamboree Road and eliminating the northbound Jamboree Road left turn onto Bison Avenue. The trial was implemented in January 1998. The trial changes have proven to be very controversial, leading to the largest amount of correspondence from the public on a transportation issue. To date over 900 letters, petitions and phone calls have been received by the City. The majority have Come from persons opposed to the changes. Most of the communication in opposition comes from the Bluffs area, west of Eastbluff Drive. Some of the opposition has been from Eastbluff residents, although a poll taken by their Association showed 83% of those responding to be in favor of the changes. A small number of communications have been received since the first of this year. Most of them have been addressed to the City Council and have been distributed previously to the Councilmembers. One letter from The Bluffs Homeowners Community Association was responded to by Councilmember Adams. Copies of these two letters are attached. Traffic Counts Traffic counts entering and leaving Eastbluff were taken before the trial, after the trial had been in place three months and again after the trial had been in place 15 months. The last count was taken at least partly to resolve an apparent discrepancy' in the two SUBJECT: JAMBOREE ROAD AND BISON AVENUE INTERSECTION OPERATION July 26, 1999 Page 3 • directions of traffic on Bison Avenue. Exhibit 3 shows the before and most recent after counts. The traffic changes have reduced overall traffic entering and leaving Eastbluff by 1736 trips per day or 34 %. One would have expected an equivalent increase on the two ends of Eastbluff Drive, but this was not the case. At the north end of Eastbluff Drive, the total volume was essentially the same and at the south end, the volume was down by 460 cars per day. Due to the daily fluctuations in traffic counts and overall travel patterns, care must be used in drawing conclusions for any specific location. The Bonita Canyon and Pacific Bay Homes projects both have the potential to generate additional traffic that would cut - through Eastbluff to get to schools, churches and other facilities. The Pacific Bay Homes development will have 379 homes when it is completed. There will be two access points, one on Ford Road and the other on Bison Avenue. The Bison Road access is presently under construction and will open in approximately one month. The subdivision is expected to be complete in one year. The residents of the northerly half of the development would find it very convenient to exit onto Bison Avenue and drive through Eastbluff to the various destinations westerly of Eastbluff Drive. The Bonita Canyon project consists of single family homes that access Bonita Canyon Road, which becomes Ford Road at MacArthur Boulevard. There are also approximately 1000 apartment units that will have signalized access onto Bison Avenue as well as onto MacArthur Boulevard south of Bison. They will also have a non- signalized access onto Bonita Canyon Road. Residents from the apartment complex, destined to the area westerly of Eastbluff Drive, would similarly find it convenient to use Bison Avenue to and through the Eastbluff neighborhood. The extension of Bison Avenue to the UC Irvine campus and the San Joaquin Hills Transportation Corridor in spring of 1998 created the potential for additional cut - through traffic from Bluffs residents. Travel Times In order to respond to comments that the restrictions at Jamboree Road and Bison Avenue were causing motorists to travel substantially longer distances and take much more time to run errands, travel time studies were conducted. Travel distances were calculated for various routes and corresponding times were determined by assuming traffic moved at the posted speed limit. The average delay or dwell time at traffic signals were added to the different routes. Finally, the routes were driven and timed to verify that the calculated times were realistic. In each case the times from driving the routes was somewhat longer than the calculated time, most likely due to the extra time associated with acceleration. Exhibit 4 shows the measured driving time on several typical routes between the Post Office area and points along Eastbluff Drive where streets access the Bluffs area. Exhibit 4 also shows travel times for the same trips if the restrictions at Jamboree Road and Bison Avenue were removed. The largest increase in travel time due to the trial restrictions is less than 20 seconds. SUBJECT: JAMBOREE ROAD AND BISON AVENUE INTERSECTION OPERATION July 26, 1999 Page 4 Intersection Safe tv Another concern that has been expressed is that the restriction of through traffic on Bison Avenue at Jamboree Road forces motorists to use either the Eastbluff /Ford or Eastbluff /University intersections on Jamboree Road which many feel are more dangerous. A review of the accident history for the three intersections was conducted. All of the intersections have shown decreasing numbers of accidents over the past three and one -half years. The majority of all accidents are rear end accidents resulting from drivers failing to stop when the signal is red. Since the potential concern of those opposed to the trial changes is that of crossing or turning onto Jamboree Road, the review was further focused on the right angle accidents at the three intersections. The history of this more serious type of accident is shown in the following table. In examining the above table it can be seen that there has been a continuing decline in the number of right angle accidents over the past several years. This, in addition to the fact that accidents are random events, complicates drawing conclusions about the relative safety of these intersections. Similarly, it is difficult to identify any changes related to the revised traffic patterns. There does not, however, appear to be a statistical foundation for the assertion that the two Eastbluff Drive intersections are more dangerous than the Bison Avenue intersection. Conclusions Over the years since the Eastbluff neighborhood was first constructed, there has been an ongoing increase in traffic using the local streets to cut - through to businesses and institutions located westerly of Eastbluff Drive. This increase has impacted the residents living along the routes and changed the character of this, residential neighborhood. The increase was expected to continue due to the development of Pacific Bay Homes and Bonita Canyon as well as the extension of Bison Avenue easterly of MacArthur Boulevard. The trial program of traffic restrictions at the intersection of Jamboree Road and Bison Avenue has accomplished its intended goal of reducing the amount of cut - through SUBJECT: JAMBOREE ROAD AND BISON AVENUE INTERSECTION OPERATION July 26, 1999 Page 5 • traffic. Traffic has been shifted from Eastbluff streets that were designed as residential streets onto the arterial street system. This shift has not created any significant problems from either a traffic operation or safety standpoint. The revised traffic patterns do result in slightly longer travel times for residents of the Bluffs area wanting to get to the Post Office or other destinations in the vicinity of MacArthur Boulevard and Bison Avenue. The increase in travel times is a matter of seconds and is not significant in terms of overall trip times. Permanent Improvements Should the City Council decide to maintain the current traffic patterns of this intersection, it is recommended that certain permanent improvements be constructed. The major improvement would be the reconstruction of the Jamboree Road median south of the intersection to eliminate the left -turn lane that is no longer used and to landscape the median. In addition, it is proposed to stripe islands to discourage through traffic on Bison Avenue and install permanent signing for this restriction. These improvements are shown on Exhibit 5. The estimated cost for these improvements is $80,000. As mentioned previously, both Pacific Bay Homes and TIC have agreed to contribute to the cost of these improvements. There is no specific funding in the FY 1999 -2000 Capital Improvement Program budget for the portion of the improvements not funded by contributions. Box 8167 Newport Beach, CA 92658 Dear Mr. Orman: Thank you for at least sending me a copy of your letter to Mayor O'Neil regarding the Bison - Jamboree tuning movement restrictions. As you were very critical of my handling of this matter, I would think the prudent and courteous thing for you to have done would be to meet or talk with me before sending it. One would think that as the newly appointed Government Relations Committee chair for TBHCA, your first order of business would be to make personal contact, and establish a positive relationship, with the local official that will be representing your district for the next 3 -1/2 years. Instead, I received a copy of your unnecessarily harsh, accusatory, ill- informed letter to the Mayor as an introduction. Nonetheless, I feel I owe you and affected residents this reply, and there are no hard feelings on my part. You may know that I was elected just this past November. I believe you are correct that July 1998 was to be the end of the trail period. I do not know the reasons why former Mayor Edwards and the City Council members, who imposed the trial turning restrictions, had not addressed the issue by November. You would have to ask them. However, after my election, Mayor O'Neil asked me to lead the effort in resolving the issue. Mr. Orman, I don't know if you are aware of my background. Forgive me, but it may help put things in proper prospective. I am a consulting civil and traffic engineer with 20 years of experience working for numerous Southern California cities and counties, and Caitrans. I am a Institute of Transportation Engineers Fellow, a California Registered Civil and Traffic Engineer, have a Masters degree in Transportation Engineering from U.C. Berkeley, and have taught transportation engineering and planning at two Southern California universities. Orman, Board Member The Bluffs Homeowners Community Association Page 2 of 3 June 7, 1999 members of our City Council have told me that they would rely heavily on my expertise when faced with policy decisions in the area of civil and traffic engineering. They may also be looking to me on this issue because it is in my councilmanic district. I therefore felt it important to be well prepared when considering the Bison - Jamboree issue. I entered this debate with no preconceived opinion on what should be done. During the campaign, I received support from residents jon both sides of the issue and made no promises. After the election, my aim was to come to a personal decision in this matter based only on my professional judgement; and only after hearing from residents, observing traffic conditions, and reviewing traffic data and the public record. I would make my decision known to the council and explain the basis for it. I would also make sure the council had all of the objective information they need to make an informed decision. I began looking into the issue seriously in late January. The delay in getting this decision before the City Council is regrettable, and due to a number of reasons. The first of which was the completion of the Ruzak traffic study. You claim I "refused to make available... the completed traffic study on the temporary diversion of traffic at the intersection of Bison and Jamboree." The study to which you are no doubt referring was commissioned by the City Attorney's office for the benefit of the City Council. As such it is a privileged document. Its intent was only to document the research and findings of the City Attorney's traffic expert, Edward Ruzak, P.E., in the litigation related to a fatal accident at the Bison - Jamboree intersection. However, I felt the council needed to see this report before making any decision relating to potential permanent geometric or operational changes at this location. I was able to review a confidential first draft of the report March 12. A final draft was completed several weeks after that. The delay has also been due, in part, to the need to collect additional data. In my meetings with representatives of your organization, the validity of the "after" traffic counts were questioned. I agreed ;that they looked amiss and asked the city to conduct new counts. I also asked the city to conduct a travel time study to compare "before" and "after" trip paths for motorists driving to and from The Bluffs. The data were made available to me only last week. <�J L1 0 Mr. Robert T. You should understand that being a City Council member is not a full -time position and I also have to earn a living. You assert that I have exhibited "glaring indecision and flagrant delay in responding to the inquires of ... [your] Board of Directors and many of the sixteen hundred plus residents of ... [your] community." This is utter nonsense. I have responded to every inquiry of your Board and gladly met with them whenever they requested a meeting. Incidentally, other than these few meetings, I have been personally contacted by only two or three residents opposed to the turning movement restrictions, one of which does not live in The Bluffs. However, when contacted by these individuals, I spend a significant amount of time explaining where the process was and where I was in my thinking. I have not been indecisive; I have been careful and thorough. I only what to do what is right and fair. Your letter comes at a time, coincidentally, when we are ready to resolve the issue. At the next City Council meeting I will ask staff to agendize this matter as soon as possible. if you would like to meet beforehand, l would be more than happy to do so. Sincerely, Garold B. Recently, I was elected to The Bluffs Board of Directors and asked to chair the Government Relations Committee. The driving force behind this effort is to compensate for Councilmen Garold B. Adams glaring indecision and flagrant delay in responding to the inquiries of our Board of Directors and many of the sixteen hundred plus residents of our community. One area of particular concern, is Adams refusal to make available to us the completed traffic study on the temporary diversion of traffic at the intersection of Bison and Jamboree. Council Adams seems to be oblivious to the splintering and resentments among the six communities effected by this issue. Mr. Adams continued postponement of efforts to reatore a safe traffic flow and release of the study on the fore mentioned intersection has only aggravated the situation. I am appalled at the rumors circulating. We want to express our appreciation for the City's continuing efforts to address the traffic problems in our part of the city, including the several modifications around the high school (which both the Bluffs and Eastbluff supported), the project at Eastbluff & Jamboree (which we both also supported), and for suggesting the current compromise modifications at Jamboree and Bison and permitting a trial of them. • B. As the Staff Report notes, the pass- through traffic problem has been an issue for Eastbluff since the mid 70's. If you take the entire span of 1975 - 1997, total traffic in Eastbluff grew by 31%, and Bison traffic grew by 110% during those 22 years, even though there was virtually no construction activity west of Jamboree. Further, the Ford -Loral and Bonita Canyon projects, the Bison -73 interchange, and the Bison extension into UCI have all occurred since 1997. To remove the modification now would literally inundate Eastbluff with through traffic! • C. The compromise trial modification has had just the opposite (and greatly desired) effect. Overall traffic throughout Eastbluff has been reduced by 2,733 trips per day which is 34% of the previous total. Traffic on Bison has been reduced by 48 %, and traffic on Bixia has been reduced by 39 %. Even the Cacao entrance has been reduced by 23 %. It has been a wonderful enhancement of our quality of life - that is why, out of a 90% total vote of our association, 83% voted to request that the compromise modifications be made permanent - the hi hest degree of consensus that we have ever had in Eastbluffs 35 -year history. Outline - Opening Presentation - July 26, 1999 p. 2 • D. We have heard three primary reasons asserted in objection to the modifications: 1. That our streets (particularly Bison) have been "closed "; 2. That the modifications require more people to use the 2 Eastbluff Drive intersections with Jamboree, which are more dangerous; and 3. That the resulting traffic patterns are much more inconvenient. In response, we would note that: 1. No Eastbluff Street is "closed." All are available to the entire driving public. The reason for the compromise modification was to find a solution that allowed this to continue. 2. The Staff Report noted the reduction in right angle accidents at the two Eastbluff Drive inter- sections since 1996. In addition, the total acci- dents have been reduced by 58% at Eastbluff North and Jamboree and by 43% at Eastbluff South and Jamboree since 1996. As your Staff Report states: "There does not appear to be a statistical foundation for the assertion that the two Eastbluff Drive intersections are more dangerous than the Bison Avenue intersection." 3. There is some inconvenience, which we all share. But as noted in the Staff Report, "The largest increase in travel time due to the trial restrictions is less than 20 seconds." That is a v r minor inconvenience in our opinion; - especially compared to the wonderful effect Outline - Opening Presentation - July 26, 1999 V. 3 the compromise modifications have had on our quality of life in Eastbluff. • E. Most important is whether our streets were being used as intended. Eastbluff Drive is a 4 -lane secondary highway - designed for inter- neighborhood traffic. Ford Road and University Drive are 4 -lane divided primary highways, designed for cross -town and even inter -city traffic. By contrast, many Eastbluff streets, including Bison, are very steep, with numerous back -up driveways and intersections. They don't even qualify for speed bumps or as local collector streets under city policies. Clearly, they were never intended to handle inter - neighborhood traffic. Bison and Jamboree is the onl intersection in this City where a 6 -lane highway has been aligned opposite a public residential entrance street. • F. In conclusion, we want to thank you again for your consideration and patience in allowing this process to move forward. We realize that this is a tough issue for you; but we are hopeful that you will act in accordance with your new TPO policy to mitigate the impact of traffic volumes in residential neighborhoods in the vicinity of primary intersections, and make this y r successful compromise modification permanent. We do look forward to working again with our friends and neighbors in the Bluffs and Northbluff on the important concerns that we all share - such as John Wayne Airport. As a new resident to Eastbluff, I am particularly encouraged to see so many long-time Eastbluff residents come forward to lend their historical perspectives. I have to admit that after listening carefully to the surrounding residents' issues, I counted only two: Inconvenience and their rights to use public streets in any manner they deem fit. The greater issues of a community's survival and viability- it's integrity, safety and cohesiveness seem incomprehensible to them. And this is yet another sad commentary on how our society is evolving. Over the years, Eastbluff has endured and survived despite being omitted from EIR reports as the greater Newport area grew. Traffic increased and sought refuge from snarls at Ford/Jamboree and Eastbluff Drive and found it's way to the streets of this residential community. And in the process, it seems, Eastbluff began to lose it's soul- it's quality of life. Residents fell into apathy as their voices no longer found ears willing to hear. And our neighbors became bitter and the area grew contentious. A resurgence has occurred, however. The younger families have reached out to our long- time residents and together we've started to breathe new life into Eastbluff, filling it with hope and vision. The community forum was a proud moment for all Newport because it showed that a community can again stand and seek to educate us all about the importance of family and safety and community. It's imperative that we make it permanent. In September of 1997, during the first week of school, I was appalled at the huge increase in traffic running alongside my property which borders the Bison and Bamboo corner. The cars were backed up from Bixia to my backyard, blocking 16 driveways on a single- loaded street! People were yelling, honking, trying to pass others by driving on the wrong side of the street. Bixia was very congested with snore cars entering off Eastbluff Drive, then doing U -turns for drop -offs, and so on. After a few days of this chaos, I said to myself that this was a real -time "picture window" on the future, so I decided to videotape it in order to prove that Eastbluff had a big traffic problem that could only get worse if nothing was done about it. How did I know it could only get worse? Because I knew that Bison had become the main conduit from Jamboree to Corona Del Mar High School. I knew thousands more hones would be built in the Newport /Coast areas; more horses off Jamboree at Santa Barbara; 500 more homes to be finished at One Ford Road; 1300 hunies when Bonita Canyon Homes were finished; and countless more cars coming from the Bison off ramp at 73. Just imagine all of these areas bringing kids to the one and only high school this side of the back bay and converging on our residential streets. Unthinkable. The day I shot that video was just an ordinary school day. I've heard people say that there must have been a special event occurring at that time. Not true. I shot it between 7:30 and 5:00 a.m. on a Friday. I've heard people say the video trust have been contrived. Not true. I simply grabbed my camera and shot it. When I shot that video, no parent would have been able to allow their kids to walk or ride a bike. Just trying to cross Eastbluff Drive would have been a disaster. People couldn't get out of their own driveways. In less than two months, Eastbluff Grade School will re -open after many years. This, obviously, will add more traffic and huge headaches for Eastbluff residents, if 6 lanes of Bison traffic, as well as Northbound Jamboree traffic, is allowed. to cross Jamboree or turn onto our two lane residential Bison. Imagine the total and utter chaos that will develop. Not one 3rd grader, 41h grader, 5th grader, or 6th grader would ever be able to walk to school from their Eastbluff homes, and many parents wouldn't be able to get out of their own driveways to drive theese kids to school. Thanks to many concerned residents and helpful Newport City government folks, for the past 1 -1/2 years we've had much safer streets and our quality of life restored. Let's keep it that way. Your vote in favor will prevent otherwise inevitable human catastrophes in the future, if Bison, Catalpa, Bamboo, Alta Vista, etc., were allowed to become boulevards with cars speeding past residential driveways and children. If you don't vote in favor, I predict the following irony: In time, eventually all three Eastbluff exits onto Eastbluff Drive will be so jammed, that most pe.iple will be forced to go around our community anyway, just as they are doing now! So, let's avoid major future problems by making the Bison /Jamboree mitigation solution permanent. The comer of Jamboree & Ford will take all the brunt of traffic generated by Bonita Canyon and Pacific Bay Homes. Safety will become an issue as traffic volume becomes unhandleable at this intersection. The only safety value for this buildup is to reopen Bison, so we have more balance in the saw. 1. My letter to you dated July 12, 1999 In my reference letter I recommended that Closure be Discontinued. I now recommend that the Council direct a Traffic Study and In- vestigation to determine the feasibility of full use of Bison during designated hours. If possible identify "Windows of Time" during which the Bison route (from Bluffs and Eastbluff) to the Post Office and Newport North can be used.in both directions. My change in attitude is based upon discussions with Eastbluff friends, reading the Public Works Dept. report relating to Item 19, and a short phone discussion with Richard Edmonston, who prepared the report. My discussion with Mr. Edmonston --tcovered many points, which he acknowledged as "valid ", and may be part of his presentation to you this evening. I will not be present. The report shows the results of the "Trial Period Closure - as it affects Eastbluff. It does not show the traffic counts into which Post Office and Newport North patrons are now re- quired to take due to the closure of Bison. (Jamboree /Eastbluff) Driving on Bison at posted speeds is different than the fast 55 - 65- and sometimes greater tpeeds on Jamboree. This aspect is not addressed in the report. Corona Del Mar High School And Our Lady Queen of Angels Grade School related traffic probably predominates the traffic counts. But such traffic can be identified as "Peak ". During those periods, if Closure is required - let the Council so direct. But`.to close Bison for 24 hours due to a few morning and after- noon "Peaks ", doesn't make sense. All neighborhoods near the named schools are similarily affected. The "study" was confined to Eastbluff. Page 2. The Public Works report cites statistics for dne type of accidents - "right angle accidents ", also known as "broadsides ". On multi -lane Jamboree there are other types of accidents to which Bison Street travelers are not exposed. The great -^speed -anal volume of,Ltaraffic on Jamboree is intimidating to some drivers whose preference is the slower and less crowded Bison route. It is my belief that a "middle ground" be sought. Some "Give and Take" will be required of all. The alternatives - complete Closure and full use of Bison at all times both present problems not addressed in the Public Works report; such as legal and financial. I believe it is "worth a try" to convince Post Office Matrons and Newport North shoppers, who prefer the Bison route to be respectful of posted hours fdr Bison's use. There is a paragraph in the report regarding "Time ". The point being made is that the non -Bison longer routes average 20 seconds longer. Time may be a factor to some, but Safety is the more important concern, and as stated above, the more speed and volume of traffic on Jamboree (compared with Bison) the greater the potential for accidents. Our personal experience is that it is frightening to wait for the "Green Arrow" in the left turn lane on Jamboree at the Eastbluff North intersection. Cars in the adjoining lane - with the green light - travel at posted speeds and cause our heavy carito rock. I leave to the judgement of the Council the length of time for the study. However, I did want you to know that I support the traffic mitigation measures the City has implemented at the intersection of Byson and Jamboree. I have resided in the Eastbluff community for over 13 years. I currently live at 2527 Alta Vista Drive. I, my wife and four children thoroughly enjoy the Eastbluff community and park across the street from our home. Prior to implementation of the traffic mitigation measures, from 3:00 p.m. until 6:00 p.m., young drivers from the local community (e.g., Corona Del Mar High School) would use Alta Vista as a means of avoiding the traffic light, at Eastbluff and Jamboree. Unfortunately, most of these drivers exceeded the speed limit, with some of the drivers appearing to reach speeds nearing 60 miles an hour. Since implementation of the traffic mitigation measures, the volume of young drivers has decreased tremendously, and it is the exception, versus the norm, when people speed past our home and the park. At the prior City Council hearings, the principal complaint raised by persons opposing the mitigation matter was the fact that in order for them to go from the Bluffs or Corona Del Mar High School to the Blockbuster Shopping Center, they had to turn left onto Jamboree then right on Camelback Road. This route adds approximately 30 seconds to a commute. While 30 seconds to a commute to the donut shop or Blockbuster may be an inconvenience, it does not outweigh the benefits that the traffic mitigation measures have created to the Eastbluff community as a whole. The City should use a balancing of public interests in determining whether to keep the traffic mitigation measures in place. Eighty-three percent of the residents of Eastbluff are in favor of the traffic mitigation measures. Cur strong opinion is ?rat the proposed changes to the Jamboree / Bison intersection already has had a definite impact in creating traffic concerns for our members. There is a definite increased traffic flow on Ford Rd. As well. the continued increase in residential development in the area has and Will further increase traffic. With the speed of traffic and the lack of a signal at our entrance at Bay rill and Ford Rd., it has become hazardous to make a left turn. in the long run, this danger may approach that occurring at Bison and Jamboree Pease, it is not fair for our res;dents to be put at risk due to possible poor safety planning and street / signal design at the lamooree / Bison intersection. We understand the concern of the East Bluffs Homeowners, but we do not wish to be discriminated against and have our safety compromised. We wish to have the Jamboree / Bison intersection remain open.
