HomeMy WebLinkAbout16 - Cannery Village Housing Project Water SystemAugust 23, 1999 CITY COUNCIL AGENDA ITEM NO. 16 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: CANNERY VILLAGE MANUFACTURED HOUSING PROJECT — APPROVAL OF PUBLIC WATER SYSTEM RECOMMENDATION: Approve the developer's request to have the City own and operate the on -site water system. DISCUSSION: For the past year, the Carlsberg Management Company has been preparing plans for the demolition of the existing Cannery Village trailer park and the construction of 34 new manufactured ,houses. Manufactured housing projects in mobile home parks are .regulated by the State Department of Housing and Community Development (HCD), the City has had very little input on the project process. However, one avenue where the City does have jurisdiction was on fire protection. The developer has met with the Fire Department numerous times over the past year and developed recommendations on the various fire protection issues. One of the Fire Department recommendations was to have the City own and operate the on -site water system and provide City fire hydrants in appropriate locations. In addition, they required that each of the 34 units be provided with fire sprinklers. With that direction, the developer has worked with the Public Works Department in developing the required water plans for City approval. The plans call for installation of new 6 -inch water mains and two new fire hydrants. In addition, 34 water services (meters) are being included in the project. The wader services will be used not only for domestic purposes but also for the fire sprinklers. Because this project is regulated by HCD, it has not had the benefit of the normal City planning process and the Public Works Department does not feel comfortable approving the public water system without Council approval. Attached is an exhibit showing the Fire Department's recommended water system plan. The main benefit for the Fire Department to have an on -site public water system is they will be assured that the system will be properly maintained on a regular basis. City fire hydrants are tested on a bi- annual schedule, in addition to being properly maintained. Also, by having an on -site public water system, individual water meters to each unit can SUBJECT: Cannery Village Manufactured Housing Project, Approval of Public Water System August 23, 1999 Page: 2 be provided, which will allow the Utilities Division better control for water quality and conservation measures. The water systems serving this and other trailer parks have historically been private systems. A private system shifts the maintenance, meter reading and billing functions to the owner with the City having to read and service only a master meter. Should the City Council determine that a private system is more appropriate for the Cannery Village trailer park, the developer will be required to install a new master meter and backflow assembly at the property line. Staff believes the benefits of the on -site system being a public system outweigh the small additional costs to the City. Respectfully submitted, 1 PUBLIC WORKS DEPARTMENT Richard M.
