The BID wanted the expertise of urban design professionals, but did not want to spend a significant amount of their assessments on a long term urban design study. The Corona del Mar BID and City staff requested assistance from Orange County Chapter of the American Institute of Architects for an urban design event to assist the BID as they guide their efforts and funds. The Orange County AIA responded positively, with Kimberly Stuart, AIA and Ernest Stuart, AIA of Stuart Architecture in Newport Beach volunteering as coordinators of the Design Charette. Event Friday afternoon began with a series of speakers to discuss various issues faced by Corona del Mar. Approximately twenty -five design professionals attended and participated in the event for three days and nights. Many of these are principals of their own firms, all gathering together to assist Corona del Mar at no charge. Talent and synergy were abundant throughout the weekend. One of the most beneficial facets of the design weekend was input from the community. The public was asked to share comments on "Tell Us Your Ideas" forms, which were prominently displayed on the wall for the designers' reference. Residents and other community members were invited to participate throughout the weekend. There were approximately one hundred members of the community in attendance at the Sunday night public forum. The three day Charette schedule and speaker list is attached. Implementation Throughout the weekend, design professionals suggested a Specific Area Plan be developed to address specific Corona del Mar issues such as: signs, land use, parking, traffic, and streetfront and alley beautification. Community members expressed similar concerns both orally and in writing over the course of the event. The General Plan calls for a Specific Area Plan to be developed in Corona del Mar. Although this has long been identified as an eventual course of action, a Specific Area Plan has not yet become a priority project for allocated staff resources. This may be a project the City Council wishes to consider when Planning priorities are discussed at the goal- setting meeting in September. The Corona del Mar Business Improvement District is planning to use some of the suggestions from the charette and incorporate them into a Vision 2004 Poster. This poster will have graphic images and a narrative outline to use as a guide for enhancement of Corona del Mar as it approaches its 2004 Centennial. The Charette Team is producing a book of graphics and suggestions for Corona del Mar. The book should be completed within the next few weeks. Each City Councilmember will receive a copy of the Charette book upon its completion. Conclusion The Corona del Mar Business Improvement District has received helpful guidance from the Charette design participants. Some of the design ideas can be implemented immediately, others will require more time, funds, and support from the City and Caltrans. The Corona del Mar Design Charette was a valuable community event which will serve to assist the BID and the City into the future. Submittedby: SHARONZ.
