TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY REGIONAL SURFACE TRANSPORTATION PROGRAM RECOMMENDATION: Adopt Resolution No. 99- approving the submittal of applications to the Orange County Transportation Authority for Regional Surface Transportation Program funding. DISCUSSION: Over the years the Orange County Transportation Authority (OCTA) has administered a Regional Surface Transportation Program (RSTP) that provides federal funds to cities for freeway interchange improvement projects. With the current progress of freeway construction in Orange County and the other competing roadway improvements needed countywide, OCTA has. expanded eligible RSTP funding to include freeway interchanges, railroad grade separation and arterial capacity enhancement projects. On July 29, 1999, OCTA issued a call for projects for the next RSTP cycle. Approximately $60 million is available. OCTA anticipates $10 to $30 million will be allocated for arterial highway capacity enhancement, $10 to $30 million for freeway interchange improvement, and $20 million for railroad grade separation projects. For a project to be considered for RSTP funding, an agency must share at least 12% of their project's eligible costs. Higher percentages of agency share will improve the agency's project competitiveness against those projects submitted by other agencies. Staff recommends that the City Council submit the following arterial highway capacity .. enhancement applications for the next RSTP cycle, with the City sharing 50% of eligible design, right of way acquisition, and construction costs: Total Cost RSTP Share City Share Placentia Avenue Widening from Hospital $1,829,606 $914,803 $914,803 Road to Superior Avenue (additional traffic lane Superior Avenue Widening from le Street $564,800 $282,190 $282,190 to Northerly City Limit (westerly curb, gutter and sidewalk SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY REGIONAL SURFACE TRANSPORTATION PROGRAM September 27, 1999 Page 2 These two projects will complete the roadways to the standards set out in the ! Circulation Element of the General Plan. On Placentia Avenue between Superior Avenue and Hospital Road the congestion continues to increase. As Hoag Hospital's building expansion is completed, more traffic is expected through this area and the roadway needs to be widened to accommodate the increased demands. Traffic on Superior Avenue continues to increase and this project will remove the last narrow section in Newport Beach. The application packages, including the attached Resolution, are due to OCTA no later than October 1, 1999. Associate Engineer Attachment: Resolution f: lusersl pbwl sharedlcoundhfy99- 00\september- 27\octa.doc 0 RESOLUTION NO. 99- 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE SUBMITTAL OF APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE REGIONAL SURFACE TRANSPORTATION PROGRAM WHEREAS, the City of Newport Beach desires to implement the transportation improvements listed below; and WHEREAS, the City of Newport Beach's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and WHEREAS, the City of Newport Beach intends to provide matching funds for each approved project as required by the Regional Surface Transportation Program Guidelines. NOW, THEREFORE, the City Council of the City of Newport Beach hereby requests the Orange County Transportation Authority to allocate funds from the Regional Surface Transportation Program to said City in the amounts specified in the City's applications. Said RSTP funds shall be matched by City of Newport Beach funds to aid the following improvements: Placentia Avenue Widening from Hospital Road to Superior Avenue (Design, RAN Acquisition, and Construction) 2. Superior Avenue Widening from 15"' Street to Northerly City Limit (Design, R/W Acquisition, and Construction) Adopted the 27"' day of September 1999.
