HomeMy WebLinkAbout07 - Transportation Enhancement Activity (TEA) Program Grant ApplicationsSeptember 27, 1999 CITY COUNCIL AGENDA ITEM NO. 7 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: TRANSPORTATION ENHANCEMENT ACTIVITY (TEA) PROGRAM GRANT APPLICATIONS RECOMMENDATION: Adopt Resolution No. 99 - approving the submittal of applications to the Orange County Transportation Authority (OCTA) for the following projects: MacArthur Boulevard Landscape Berm (Freeway Reservation Site) 2. Jamboree Road /East Coast Highway Entry Landscaping (Bayview Landing Site) . DISCUSSION: The Transportation Enhancement Activities (TEA) Program is a federal grant program, first authorized under the Intermodal Surface Transportation Act (ISTEA) of 1991 and subsequently reauthorized under the Transportation Equity Act for the 215t Century in 1998. The TEA program provides grants to local and state agencies within Orange County to be used for transportation related projects that enhance quality of life, in or around transportation facilities. The Orange County Transportation Authority (OCTA) is responsible for selecting regionally significant projects within Orange County and working with Caltrans in administering selected projects. OCTA issued a countywide call for projects on June 21, 1999. Approximately $6.2 million dollars is available for funding. For a project to be considered for TEA an agency must share at least 25% of its project eligible costs. A higher percentage of agency share may improve the agency's project(s) chances of being selected. Staff has prepared and submitted application packages for two projects: 1. MacArthur Boulevard Landscape Berm (Freeway Reservation Site). These funds will be used for additional landscaping along the East side of MacArthur Boulevard between Bonita Canyon Drive and the Manning Park. If approved, the funds will be used in conjunction with the Bonita • Canyon Sports Park construction project. SUBJECT: Transportation Enhancement Activity (TEA) Program Grant Applications September 27, 1999 Page 2 Jamboree Road /East Coast Highway Entry Landscaping ( Bayview Landing Site). This is a newly proposed project. It calls for landscaping and sidewalk trails that will connect the northwest corner of this intersection with the Dunes area below. Slight grading will also be done which will allow the motoring public a better view of the bay. See attached exhibit. The MacArthur Boulevard Landscape Berm is part of the Bonita Canyon Park project, and the Jamboree Road /East Coast Highway Entry Landscaping is located on the bluff or mesa portion of the Bayview Landing Site, at the northwesterly corner of Jamboree Road and East Coast Highway. Staff recommends that the City Council approve the applications for TEA funding for these two projects as follows: Please note that 1999 -2000 Fiscal Year Capital Improvement Program does not include any funding for the Jamboree Road /East Coast Highway project. The C.I.P. does include a total of $5,912,000 for Bonita Canyon Park. Final OCTA selection and approval of TEA projects is expected by mid - November of 1999. The attached Resolution must be submitted to OCTA in order for the two projects to be eligible for consideration. Respectfully s0ubmi 3L PUBLI ORKS DEPARTMENT Don Webb, Director M Attachment: Resolution Exhibit of the Bayview Landing Project. 0 f:\users\pbw\shared\ council \fy99- 00lseptember- 27\tea grants.doc • RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AUTHORIZING APPLICATION FOR FUNDS FOR THE TRANSPORTATION ENHANCEMENT ACTIVITY PROGRAM UNDER THE 1998 TRANSPORTATION EQUITY ACT FOR THE 21sT CENTURY FOR THE MACARTHUR BOULEVARD LANDSCAPE BERM AND THE JAMBOREE ROAD/EAST COAST HIGHWAY ENTRY LANDSCAPING WHEREAS, the United States Congress in June 1998 enacted the Transportation Efficiency Act of 1991, which makes funds available to the Orange County Transportation Authority (OCTA) for transportation enhancement activities; and WHEREAS, the City Council of the City of Newport Beach possesses authority to nominate transportation enhancement activities and to finance, acquire, and construct the proposed projects; and WHEREAS, formal action of the City Council of the City of Newport Beach authorizes the nomination of projects, including all understandings and assurances contained therein, and authorizes the Public Works Director to act in connection with the nomination and to provide such additional information as may be required; and WHEREAS, the City of Newport Beach will maintain and operate the property acquired, developed, rehabilitated, or restored for the life of the resultant facility(ies) or activity; and WHEREAS, with the approval of the California Department of Transportation ( Caltrans) and OCTA, the City of Newport Beach or its successors in interest in the property may transfer the responsibility to maintain and operate the property; and WHEREAS, the City of Newport Beach will give to Caltrans' and OCTA's representatives access to and the right to examine all records, books, papers or documents related to the transportation enhancement activity; and WHEREAS, the City of Newport Beach will cause work on the projects to be commenced within a reasonable time after receipt of notification from the State that funds have been approved by the Federal Highway Administration and that the project will be carried to completion with reasonable diligence; and 0 WHEREAS, the City of Newport Beach will comply, where applicable, with provisions of the California Environmental Quality Act, the National Environmental Policy Act, the Americans with Disabilities Act, the Secretary of Interior's Standards and Guidelines for Archeological and Historic Preservation, and any other federal, state and /or local laws, rules and /or regulations. NOW, THEREFORE, be it resolved that the City Council of the City of Newport Beach hereby authorizes the Public Works Director, or his authorized 0 ►a 0 representative, as its official representative to apply for the Transportation Equity Act for the 21St Century funds for the following projects: 1. MacArthur Boulevard Landscape Berm (Freeway Reservation Park) 2. Jamboree Road /East Coast Highway Entry Landscaping (Bayview Landing Site) BE IT FURTHER RESOLVED, that the City of Newport Beach agrees to fund its share of the project(s) costs and any additional costs over the identified programmed amounts. This action is in conformance with the OCTA TEA guidelines and does not exceed seventy -five (75) percent of the total eligible costs. Adopted this ATTEST: City Clerk f.
