Fifth Cycle Opportunity Grant
RECOMMENDATION:
If desired, adopt Resolution #99- . approving the submittal of an application
to the California Integrated Waste Management Board for a Local Government Use
Opportunity Grant — Fifth Cycle.
DISCUSSION:
• In the past few years local and statewide efforts have been made in the boating
community to; 1) increase awareness regarding boat generated pollution; 2) increase
recycling of oil and filters, and 3) reduce the amount of oily bilge water discharged into
California waterways. Several organizations have been involved with both local and
statewide efforts (e.g.; Santa Monica Restoration Foundation, California Department of
Boating Waterways, California Coastal Commission, and the California Integrated
Waste Management Board), to implement educational programs that address the
pollution issues generated by recreational boating. Significant progress has been made
to disseminate pollution prevention information and establish used oil recycling
facilities at various harbor locations. However, many local government agencies,
marinas, harbors and fuel docks as well as individual boaters, have remarked that while
these programs are successful there is still a need for other services (bilge pad disposal
facilities).
One pollution source just starting to be addressed in Southern California is bilge water,
which becomes a problem when a boat's automatic bilge pump turns on randomly and
pumps out water contained in the bilge. While this is a means of preventing a boat
from sinking, it is also a source of pollution because the water may contain oil and other
hazardous liquids that have leaked from the engine into the bilge. These pollutants are
subsequently pumped overboard into the surrounding waters. While many boaters do
not know about this problem, some boaters do use bilge pads to reduce the amount of
pollutant discharge. However, boaters and fuel dock operators have both expressed a
concern for the lack of facilities available to properly dispose of the used pads. The •
cities of Redondo Beach, Huntington Beach, Newport Beach and Chula Vista will be
joining together with the Santa Monica Bay Restoration Foundation to specifically
address the oily bilge water problem. The proposed grant will fill the gap of need in the
boating community by establishing facilities to collect oil bilge pads and to disseminate
new pads.
The program design includes; 1) two 55 -gallon drums at each fuel dock (one for new
pillows and one for used pillows); 2) pick up of used pillows (as needed); 3) distribution
of new pillows (as needed); 4) a contractor that properly transports and recycles used
pillows, and 5) fuel dock staff training on how to install and remove pillows on
different boat types thereby preventing the possibility of accidental release to the
waterways.
The three fuel docks in the harbor have been contacted by the Marine Environmental
Division of the Fire and Marine Department and have indicated their interest in
participating in the grant program. The grant application is being submitted by the Los
Angeles County Department of Public Works. The funds for the grant are coming from
Assembly Bill # 1220 and they provide funds to local governments to establish and
implement the program. The program will be administered locally by the Santa Monica
Bay Restoration Foundation.

RESOLUTION NO. 99-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING AN
APPLICATION FOR GRANT FUNDS FROM THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD.
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act, that provides funds to cities or counties for establishing
and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state
setting up necessary procedures governing applications by cities and counties under the
• program and whereas the applicant will enter into an agreement with the State of
California for the development of the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach authorized the submittal of an application to the Integrated Waste
Management Board for a Local Government Used Oil Opportunity Grant — Fifth Cycle.
The City Council of the City of Newport Beach hereby authorizes the City Manager or
his designee to execute in the name of the City of Newport Beach all necessary
applications, contract payment request, agreements and amendments hereto for the
purpose of securing grant funds and to implement and carry out the purposes specified
in the grant applications.
