SUBJECT: PURCHASE OF STREET RIGHT-OF-WAY'"ALONG THE NEWPORT
BOULEVARD FRONTAGE OF 3000 NEWPORT BOULEVARD NEEDED
FOR THE WIDENING OF NEWPORT BOULEVARD
RECOMMENDATIONS:
1. Approve the purchase of the property along Newport Boulevard at 30th Street adjacent
to 3000 Newport Boulevard for $8,327.20 from Thomas Blurock.
2. Authorize the Mayor and City Clerk to execute the acceptance of a grant deed
transferring the property to the City.
DISCUSSION:
The City has completed the improvement plans for the construction of a new storm drain in
Newport Boulevard from 30th to 32"d Street. Additional right-of-way along the easterly side
of Newport Boulevard adjacent to 3000 Newport Boulevard is needed to improve roadway
geometrics. Mr. Blurock is redeveloping the property at 3000 Newport Boulevard and has
agreed to sell the City the needed right-of-way at market value.
The City needs a 91.65 sq. ft. sliver of right-of-way along the easterly side of Newport
Boulevard just northerly of 30th Street. The value of the right-of-way is based on the
$560,000.00 purchase price that Mr. Blurock paid for the parcel. The 91.65 sq. ft. of
needed right-of-way is 1.487% of the 6,164 sq. ft. lot area with a proportional value of
$8,327.20. Funds are available in Account No. 7181-05100063 (Street Widening Right -of -
Way Acquisitions).
Approval of the land purchase will permit a roadway geometric improvement at the
northeasterly corner of Newport Boulevard and 30th Street. The improvement provides for
a smoother transition from the one-way couplet southerly of 30th Street to the two way
street northerly of 30th Street. The improvement will be constructed in conjunction with the
30th Street Storm Drain project.

FOR A VALUABLE CONSIDERATION, receipt of which is hereby acknowledged,
hereby GRANTS to the CITY OF NEWPORT BEACH, a municipal corporation, the real property in the City
of Newport Beach, County of Orange, State of California, described as follows:
Commencing at the southeasterly corner of Lot 1, Block 331, Lancaster's Addition per map filed in Book 5,
Page 14 of Miscellaneous Maps in the office of the County Recorder of said County; thence S 89015'30" W along
the southerly line of said lot a distance of 12.16 feet to the True Point of Beginning, said True Point of
Beginning being the beginning of a tangent curve concave northeasterly and having a radius of 15.00 feet;
thence westerly and northerly along said curve, through a central angle of 72°28'49", an arc length of 18.97
feet to the beginning of a compound curve concave easterly and having a radius of 400.00 feet, a radial to the
beginning of said curve bears S 71°44'19" W; thence northerly along said compound curve, through a central
angle of 7°05'32", an arc length of 49.51 feet to a point in the westerly line of said lot, said westerly line being
a curve concave easterly and having a radius of 2754.93 feet, a radial to said point bears S 79°37'40" W; thence
southerly along said westerly line and curve, through a central angle of 00°58'32", an arc length of 46.91 feet
to the beginning of a compound curve concave northeasterly and having a radius of 15.00 feet as described in
Deed to the City of Newport Beach recorded in Book 8677, Page 98 of Official Records in the office of said
County Recorder, a radial to the beginning of said curve bears S 78°39'08" W; thence southeasterly and
easterly along said curve, through a central angle of 77°5438", an arc length of 20.40 feet to the southerly line
of said lot; thence along said southerly line N 89°15'30" E 3.66 feet to the True Point of Beginning.
Said real property is shown on Exhibit "A" attached hereto and made a part hereof for illustrative purposes.
