Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCY ON THE PLANNING COMMISSION BACKGROUND At the Regular Meeting of November 8, 1909 the City Council accepted the resignation of Mark Hoglund from the Planning Commission effective immediately and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Mayor Noyes, Mayor Pro Tern Adams and Council Member O'Neil were appointed as the Ad Hoc Appointments Committee. In response to the advertisements that were placed in The Daily Pilot and responses to notices mailed to the applicants with current applications on file, the City Clerk's office forwarded thirty -one (31) applications to the Ad Hoc Appointments Committee for their review. The deadline to apply was Wednesday, November 24,1999. Interviews were conducted on January 7, 2000. RECOMMENDATION Confirm the nominations as presented by the Ad Hoc Appointments Committee to fill the unscheduled vacancy as a result of the resignation of Mark Hoglund and schedule the appointment to be made on January 25, 2000. The successful applicant will be appointed to fill the unexpired term, which expires on June 30, 2000. LaVonne M. Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCY ON THE PLANNING COMMISSION After reviewing the applications submitted, on Friday, January 7, 2000, the ad hoc appointments committee consisting of Mayor Noyes, Mayor Pro Tern Adams and Council Member O'Neil, conducted interviews with six of the applicants for the vacant seat on the Planning Commission. At the conclusion of the interview process, they advised the City Clerk's office of the following nominees to be forwarded to the full City Council for confirmation: Steven Kiser and Earl McDaniel Since Mayor Pro Tern Adams may have a conflict with the January 25, 2000 meeting, the ad hoc appointments committee has requested that the appointment for this vacant seat be continued until February 8, 2000. Also since this unexpired term ends on June 30, 2000, they are recommending that at the time the appointment is made that it be for a term ending on June 30, 2004 (one full term plus the remaining balance of the unexpired term). I spent 4 years with the Federal Deposit Insurance Corporation as a Senior Commercial and Real Estate credit specialist, and 6 years with Ticor Title Insurance Company as their Vice President National Credit Manager. In all of these capacities, I worked with and developed an understanding of Land Use issues. Including Ownership issues, water rights, toxic regulations, Zoning requirements, tract maps, developer agreements, city, state, local building standards and requirements, and many more. I have negotiated, documented, and monitored many adversarial real estate agreements. I have 9 years of community service in Newport Beach as a volunteer. Most recently, I am the chairman of EQAC, a board member of EDC and Little Balboa Property Owners Association. In these capacities, I have had the opportunity to work with staff and applicants on land use issues which affect the quality of life in Newport Beach. Some of the major issues include The Bonita Village Annexation, Newport Center Expansion, Airport Areas, General Plan • Amendment, the Dunes hotel construction, Down Coast Annexation, and Traffic Phasing Ordinance. As a Banker and business man, I have had many occasions to make difficult decisions based on the application of facts, policy and the requirements of law and not emotions. I believe I can bring a balance to the Commission and represent the higher good of Newport Beach. •
