SUBJECT: RESOLUTIONS REGARDING THE APPOINTMENT OF OFFICERS TO THE
AVIATION COMMITTEE, HARBOR QUALITY CITIZENS ADVISORY
COMMITTEE AND THE ENVIRONMENTAL QUALITY AFFAIRS CITIZENS
ADVISORY COMMITTEE AND CONFIRMATION OF MAYOR'S
APPOINTMENTS
RECOMMENDATION
1) Adopt Resolution No. 2000 - amending Resolution No. 98 -15 pertaining to the appointment
of officers to the Aviation Committee and confirmation of Mayor Noyes' appointment of Council
Member Glover as Chairperson and Mayor Pro Tern Adams as Vice Chairperson;
2) Adopt Resolution No. 2000 -_ amending Resolution No. 99 -45 pertaining to the appointment
of officers to the Harbor Quality Citizens Advisory Committee and confirmation of Mayor
Noyes' appointment of Council Member Ridgeway as Chairperson and Council Member Glover
as Vice Chairperson; and
3) Adopt Resolution No. 2000- amending Resolution No. 98 -17 pertaining to the appointment
of officers to the Environmental Quality Affairs Citizens Advisory Committee.
BACKGROUND
At the City Council meeting of January 11, 2000, in response to Mayor Noyes' questions about the
appointment of chairpersons and vice chairpersons to the Aviation Committee, Harbor Quality and
Environmental Quality Citizens Advisory Committees, the Council approved a motion indicating that it is
the Mayor's responsibility to appoint the chairs and vice chairpersons of these committees. The Council
further clarified that the Mayor can use his discretion on whether to appoint a Council Member or a citizen
to these positions.
On December 13, 1999 the Council confirmed the Mayor's appointment of Earl McDaniel as chair to the
Environmental Quality Affairs Citizens Advisory Committee. For this committee, the enabling resolution
states that the vice chairperson and secretary are elected by the committee.

RESOLUTION NO. 2000 -_ 0
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH, CALIFORNIA, AMENDING
RESOLUTION NO. 98 -15 PERTAINING TO THE APPOINTMENT OF
OFFICERS TO THE AVIATION COMMITTEE
WHEREAS, the City Council previously adopted Resolution No. 98 -15, which
changed the composition of the Aviation Committee and expanded its duties; and
WHEREAS, the resolution does not address the officers for the committee;
and
WHEREAS, it is the desire of the City Council to designate what officers are
required and who shall appoint the officers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach does hereby establish the following:
1) The committee shall have a Chairperson and a Vice Chairperson;
2) Both officers shall be appointed by the Mayor; 0
3) The Mayor has the discretion to appoint either a Council Member or a
citizen to the position of Chairperson and Vice Chairperson.

RESOLUTION NO. 99 -45 PERTAINING TO THE
APPOINTMENT OF OFFICERS TO THE HARBOR QUALITY
CITIZENS ADVISORY COMMITTEE
WHEREAS, the City Council previously adopted Resolution No. 99 -45
amending Resolution No. 86 -59, which established the Harbor Quality Citizens
Advisory Committee; and
WHEREAS, the resolution states that the officers of said Committee shall be
comprised of a chairperson and a vice chairperson, each of whom shall be appointed
by the Mayor; and
WHEREAS, it is the desire of the City Council to designate that the Mayor
has discretion in the appointment of the two officers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach does hereby establish that the Mayor has the discretion to appoint
either a Council Member or a citizen to the positions of chairperson and vice
chairperson.

ENVIRONMENTAL QUALITY AFFAIRS
CITIZENS ADVISORY COMMITTEE
WHEREAS, the City Council previously adopted Resolution No. 98 -17, which
re- established the Environmental Quality Affairs Citizens Advisory Committee; and
WHEREAS, the resolution states that the officers of said Committee shall be
comprised of a chairperson and a secretary; and that the chairperson shall be
appointed by the Mayor and the vice - chairperson and secretary shall be elected by
the Committee; and
WHEREAS, it is the desire of the City Council to designate what officers are
required and who shall appoint the officers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach does hereby establish the following: 0
1) The committee shall have a Chairperson, Vice Chairperson and a
Secretary;
2) The chairperson shall be appointed by the Mayor;
3) The vice chairperson and secretary shall be elected by the Committee;
and
3) The Mayor has the discretion to appoint either a Council Member or a
citizen to the position of Chairperson.
