SUBJECT: ARTERIAL HIGHWAY REHABILITATION PROGRAM
RECOMMENDATION:
Adopt Resolution No. approving the submittal of funding applications to the Orange
County Transportation Authority for funding under the Arterial Highway Rehabilitation
Program.
DISCUSSION:
On November 1, 1999, the Orange County Transportation Authority (OCTA) issued a call
for projects for the Arterial Highway Rehabilitation Program (AHRP). The AHRP was
developed to support local agency efforts to address their pavement rehabilitation needs
by providing funds for rehabilitation of arterial roadways in Orange County.
Over a three -year period, approximately $60 million is available for AHRP improvements
countywide. Funding will be provided through the Surface Transportation Program (STP)
under the funding authority of the Transportation Equity Act for the 21St Century (TEA -21).
OCTA is responsible for the programming of all STP funds in conjunction with local
agencies.
The STP is a competitive program with numerical values assigned to various factors
defining the project. Factors include classification of the arterial highway, traffic loading,
cost benefits, City matching funds, City priority, and other criteria. The maximum number
of points per project is 64.

In addition to the above projects, the City of Irvine submitted an application for Campus
Drive between MacArthur Boulevard and Jamboree Road (to be constructed in FY 2001).
Because the City boundary along Campus Drive falls on the street centerline, the Cities of
Newport Beach and Irvine will share costs if the project is funded. The estimated total
project cost is $507,000.
OCTA required a draft copy of the Resolution (attached) included with the application
package, along with confirmation the adoption of the Resolution was agendized for City
Council consideration. A final copy of the Resolution will be forwarded to OCTA upon
adoption.
OCTA's schedule calls for Technical Advisory Committee review of the application in April
or May 2000, with OCTA Board approval anticipated in June 2000.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH APPROVING THE SUBMITTAL OF SPECIFIC IMPROVEMENT
PROJECT(S) TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE COMBINED
TRANSPORTATION FUNDING PROGRAM
THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH HEREBY
RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS:
WHEREAS, the City desires to implement the transportation improvements listed
below; and
WHEREAS, the City has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive Measure M "turnback" funds;
and
WHEREAS, the City's Circulation Element is consistent with the County of
Orange Master Plan of Arterial Highways, and
WHEREAS, the City will provide matching funds for each project as required by
the Orange County Combined Transportation Funding Program Procedures Manual;
and
WHEREAS, the Orange County Transportation Authority intends to allocate
funds for transportation improvement projects within the incorporated cities and the
County; and
WHEREAS, the City will not use Measure M funds to supplant Developer Fees
or other commitments; and
WHEREAS, the City will use Arterial Highway Rehabilitation Funding as a
supplement to their existing pavement management program; and
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Newport Beach hereby requests the Orange
County Transportation Authority allocate funds in the amount specified in the City's
application to said City from the Combined Transportation Funding Programs. Said
funds shall be matched by funds from said City as required and shall be used as
supplemental funding to aid the City in the improvement of the following street(s):
Balboa Boulevard, Medina Way to 8th Street
Balboa Boulevard, 8" Street to 12th Street
Balboa Boulevard, 16" Street to 19st Street
Newport Boulevard, 19st to 26nd Street
Ford Road, Jamboree Road to MacArthur Boulevard
San Miguel Drive, Ford Road to San Joaquin Hills Road
For Campus Drive, between MacArthur Boulevard to Jamboree Road, the City of
Irvine is acting as the lead agency.
ADOPTED BY THE CITY COUNCIL on
